Marine Corps Community Services (MCCS) is looking for the best and brightest to join our Team! Qualifications:

Must be 18 years of age and possess a high school diploma or equivalent. Must be able to follow verbal and written instructions and communicate effectively orally and in writing

In addition to the above, candidate must possess:

Bachelors degree or advanced degree in early childhood, elementary, or secondary education; child and youth development, or special education, or related field which includes a major course of study (24 semester hours) with content directly related to the age group to which assigned, from a regionally or nationally accredited college or university is required AND a minimum of 12 months experience working in group programs with children/youth as well as demonstrated knowledge in theories and principals of child growth/youth development.

OR

A combination of education (at least 24 semester hours) and experience, or additional course work, that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above

Responsibilities:

INTRODUCTION:
This position serves as a supervisor with responsibility for ensuring the staff provides appropriate developmental care and instruction for children and youth ranging in age from six weeks to 18 years in Child and Youth Programs (CYP). The incumbent serves as a first level supervisor for assigned staff. The incumbent provides routine supervisory oversight, instruction, mentoring, and coaching for CYP direct care professionals who work in Department of Defense (DoD) operated military CYPs. The incumbent supervises, coaches, and manages their work to ensure the ongoing staff development, execution of DoD standards of care and curriculum, and delivery of care are consistent with best practices of child/youth development programs. The incumbent is responsible for providing guidance on scope of work and related duties, and assistance on the more complex, non-routine problems encountered by CYP direct care professionals.

The incumbent works under the written and verbal direction of the program Director. Day-to- day assignments are normally performed independently with assistance available from the supervisor when required. Incumbent may serve as the Manager on Duty, assuming the responsibilities and duties of the program Director or Assistant Director, in their absence when assigned. The incumbent is the primary liaison between the CYP management team and the CYP direct care professionals.

The incumbent is expected to apply subject knowledge, ensure policy compliance, and use initiative and creativity in accomplishing plans, outcomes, goals, and objectives. The success of the CYP requires ongoing interpretation of program policies, professional development of CYP employees, and needs of children, youth, and parents. The work includes numerous and unrelated processes and procedures concerning the wide variety of activities in a CYP.

The incumbent serves as a mandated reporter as prescribed by local and Unites States Marine Corps (USMC) policy in the case of suspected incidences of child abuse and neglect. The incumbent has knowledge of Federal, State, and local laws governing the detection, prevention, and reporting of child abuse and/or neglect.

SUPERVISION AND MANAGEMENT:

Supervisory duties comprise 25% if incumbents time and includes:
Supervises an assigned team, consisting of up to six classrooms (or equivalent activity areas), of direct care professionals and volunteers.

Conducts performance reviews and evaluates performance of employees directly supervised and assures equity of performance standards and rating techniques are applied.

Conducts written observations of assigned direct care professionals during all hours of operation and evaluates employees on established performance standards (midterm and annual performance reviews).

Initiates and implements personnel actions and supports the CYP management team to assure quality related to selection, assignments, training, promotions, disciplinary actions, and recognition of employees and volunteers.

Plans work for accomplishment by subordinates, sets, and adjusts short-term priorities, and provides input on schedules based on consideration of difficulty of requirements and assignments such that the experience, training, and abilities of the staff are effectively utilized to meet organization and customer needs.

Undertakes minor disciplinary measures such as warnings and reprimands and takes action in more serious disciplinary matters. Prepares documentation to support actions taken. Resolves complaints related to personnel concerns and when necessary, makes recommendations to the CYP management team for corrective action.

Assists the Assistant Director in developing a staffing schedule to ensure proper staff to child/youth ratio compliance, supervision of children and youth, integration of planning/training time, and overall classroom/activity area support occurs. Selective consideration of the difficulty and requirements of assignments, and the capabilities of employees, is provided.

Gives advice, counsel, or instruction to employees on both work and administrative matters. Works collaboratively with other managers and professional staff to ensure seamless service and continuity of quality for all children and youth.

In conjunction with the Training and Curriculum Specialist (TCS) ensures programming supplies and materials are adequate, well maintained, and available for utilization according to lesson and activity plans. Submits requests for developmentally appropriate program specific materials, equipment, and furnishings.

Must have the ability to use Microsoft Office Suite. Actively supports the principles of the Equal Employment Opportunity (EEO) program and prevention of discrimination, harassment, and reprisal.
