Job Summary
The Police Lieutenant is a mid-level command officer responsible for managing an assigned operational unit, most often the patrol division. This role involves direct supervision of sergeants and police officers, ensuring the effective and compliant delivery of police services to the campus community.
Essential Job Duties
- Supervises department staff (security) in absence of a higher-ranking member
- Enforces laws, rules and regulations including campus policies
- Conducts open line communications with staff, students, and the general public to promote the university and safety initiatives of TUPD
- Coordinates working relationships and investigations for the Dean of Students and the Office of Title IX
- Manages and directs the day-to-day activities ofan assigned shift (e.g., patrol, investigations, or specialized unit), ensuring effective deployment of personnel and resources to maintain a secure campus environment.
- Assumes command at the scene of major incidents, serious accidents, emergencies, or criminal events until relieved by a superior officer. Directs on-scene tactical responses and coordinates with external agencies.
- Periodically monitors and inspects patrol activities, checks areas of high activity/concern, and ensures officer presence is maximized across campus buildings, grounds, and parking areas.
- Makes operational decisions regarding staffing deployment, assignment changes, and resource allocation duting a shift to meet dynamic public safety needs.
- Performs the duties of a police officer or sergeant as needed, including responding to critical calls, conducting complex investigations, and making arrests.
- Provides direct supervision and guidance to Sergeants, Police Officers, and other assigned personnel (e.g., dispatchers, security staff).
- Conducts or oversees preliminary internal investigations into citizen complaints or allegations of misconduct against officers, forwarding findings and recommendations up the chain of command.
- Develops and manages shift schedules, time-off requests, and special assignments to ensure adequate staffing coverage 24/7.
- Reviews and approves all reports generated by subordinate personnel, including daily logs, arrest reports, incident reports, and accident reports, ensuring they are accurate, complete, and legally compliant.
- Interprets, explains, and ensures subordinate adherence to department policies, procedures, rules, regulations, and relevant federal/state laws (e.g., Clery Act, Title IX).
- Will serve as the Department Training Officer, overseeing the Field Training Officer (FTO) program, scheduling in-service training, and ensuring all officers maintain required state certifications.
- Acts as a departmental liaison to specific university departments (e.g., Student Affairs, Residential Life) or to external law enforcement agencies to coordinate public safety efforts.
- Prepares special administrative reports for the Chief or Assistant Chief regarding shift activities, crime trends, resource needs, and program effectiveness.
Qualifications (Education, Experience and Specialized Training)
- Must possess a high school diploma from an accredited institution or GED
- B.S. Degree preferred
- Must be 21 years of age or older
- Must have at least 5 years full time experience as a certified police officer
- Must have at least 1 -year full time supervisory experience
- Must possess a high school diploma from an accredited institution or GED
- Must possess certification as an Alabama certified law enforcement officer or complete certification within 6 months of appointment
- Must meet all APOST requirements including current firearms certification and first aid/CPR
- Valid Alabama Driver License with a good driving record
Physical Demands
