Position Title State & Federal Programs Fiscal Analyst Employee Status Non-certificated (non-professional) Employee Level 4 Role Relationships The State & Federal Programs Fiscal Analyst is directly responsible to the Director for Management Services for supervision and evaluation. Fundamental Duties/Essential Functions
- Be responsible for the preparation and monitoring of various program budgets in coordination with program operators.
- Be responsible for the year end accounting and closeout process for programs to include preparation of final expenditure reports.
- Act as the liaison with state funding departments on fiscal issues related to TIU programs.
- Assist with preparation for the fiscal year end audit and the PDE Annual Financial Report.
- Attend program meetings and trainings to insure compliance on fiscal issues.
- Maintain E-grant system fiscal reporting for required programs.
- Assist in the preparation of applications for E-Rate, as needed.
- Assist in the developing and maintaining of cost allocation plans for various programs.
- Prepare contract invoices for billing various state, federal and local entities.
- Assist in the preparation of request for proposals to sub contract services.
- Assist with coordinating contracts to vendors.
- Support the processing of program requisitions and purchase orders for supplies and equipment.
- Prepare monthly/quarterly cash reconciliations and other required grantor reporting.
- Prepare monthly bank account reconciliations, as needed.
- Execute data entry of accounting information, including purchase orders, cash disbursements, cash receipts, and journal entries. 16. Be responsible for maintaining program and contract files.
- Operate in-house computer system in accordance with the accounting/payroll functions.
- Perform other tasks as assigned by the Director for Management Services or the Financial Accounting Manager.
- Ability to orally communicate well (appropriate grammar, pleasant voice, affable manner) in English using the telephone and in all personal contacts with office staff and the general public.
- Ability to present oneself in a business-like manner to include personal appearance and a pleasant demeanor to others.
- Ability to present ideas logically in writing to include good proofreading, spelling and written grammar skills.
- Ability to work well and cooperate with program administrators, program grantors, also state and federal agency personnel.
- Ability to logically perform many interrelated activities on a timely basis.
- Ability to interpret local, state, and federal budgets to properly assign cost categories.
- Ability to lift and carry packages and computer equipment up to 25 pounds
- Ability to operate copier, calculator and computer equipment necessary for business functions.
- Ability to perform with efficiency and a high level of accuracy in all office procedures.
- Education: Associates degree required.
- Experience: Minimum of two years of experience with fiscal or accounting transactions. Prior experience with computer spreadsheets required. Strong mathematical aptitude preferred.
