The Tuscarora Intermediate Unit 11 (TIU) has an anticipated opening for a Special Education Data Coordinator. The expected start date for this position is July 1, 2026.

The Special Education Data Coordinator is directly responsible to the Cabinet Level Director of Special Education.

Fundamental Duties/Essential Functions

  • Serve as a local support for area school districts; maintain and submit Special Education student information, and coordinate and verify accuracy of data for fiscal reporting purposes.
  • Serve as the liaison between The Bureau of Special Education, local school districts and the TIU to assure timely and accurate reporting of student data.
  • Collect student service data from all IU staff to be used by the business office for billing purposes and statewide fiscal analysis.
  • Manage all student early learning service data utilizing the Department of Public Welfare's required student management system, PELICAN (PA's Enterprise to Link Information for Children Across Networks).
  • Manage and coordinate intake of all student special education referrals.
  • Maintain records for Medicaid billing purposes through the STaR (Service Tracking and Reporting) system to capture Medicaid billing data and create the export files needed to be sent to PCG for Medicaid billing.
  • Continued professional development to maintain proficiency in the use of all special education reporting systems, as well as generating reports to drive efficient and accurate Special Education programming.
  • Assist the Supervisor of Special Education in the coordination and scheduling of the Early Intervention Program school-age transition meetings for students entering local LEA programs. This would include acquiring all relevant documents, maintaining and disseminating this information into all appropriate databases, coordinating the distribution of all paperwork following the transition meetings to appropriate district personnel, IU staff, and parents.
  • Develop and coordinate all special education transportation schedules and field trip requests.
  • Prepare and assist the special education fiscal analyst with the transportation budget and other PDE reporting.
  • Develop transportation contracts as well as all required TIU board reports for Special Education transportation.
  • Act as a liaison and coordinator between the transportation contractors, drivers, parents, IU, district classroom staff and Special Education administrators to assure a smooth operation of specialized transportation services.
  • Coordinate all activities involved with the Medical ACCESS Program.
  • Act as a liaison with Public Consulting Group, district and IU MA billers, district Special Education directors, district MA coordinators, the IU business office and the TIU special education administrators.
  • Perform all submissions in an accurate and timely manner.
  • Obtain medical authorization for health related services/Personal Care Assistant services.
  • Maintain attendance, staff certifications, employee screening (fraud-check) as required by SBAP.
  • Complete Random Moment Time Study reports and documentation, as well as IEP Ratio calculatio s for both early intervention and school age programming.
  • Perform other tasks as assigned by the Director of Special Education and Special Education Supervisor.

  • Knowledge of the Pennsylvania Special Education Regulations and Standards.
  • Knowledge of the Individuals with Disabilities Education Act (IDEA).
  • Proficiency in the use of Special Education Data Collection Systems.
  • Ability to exert up to 25 pounds of force, occasionally, to lift, carry, push, or otherwise move equipment/supplies.
  • Ability to communicate in speaking & and writing effectively in English in all levels, of groups and individual contacts.
  • Ability to employ interpersonal skills so as to effectively collaborate with school administrators, staff, parents, and agency personnel.
  • Ability to use computer applications and programs as required to support fundamental duties.

Qualification Standards

  • Education: High School/GED diploma required.
  • Experience: Experience with Special Education Data Collection System preferred.
  • Experience: Experience with Special Education paperwork process preferred.
