Job Title: Principal Quality Control Engineer
Duration: 12 month(s) or more with possible extension (s)
Location: Onsite (Aiken, SC)
Summary:
Supervise and direct quality control engineers assigned to perform inspections and surveillance in support of project work and/or maintenance activities. Provide quality control support to construction management and direct personnel to implement quality requirements and to accurately status the results. Establish priorities which support construction/operation’s needs. Resolve complex problems which develop during the implementation of quality activities by coordinating with internal and external departments. Provide leadership which inspires efficient performance of assignments, safe work habits, timely exchange of information and each individuals' commitment to site policies. Participate in contract discussions relating to quality activities. Prepare comprehensive status reports for construction quality activities. Review and
approve subcontractors’ quality procedures and monitor their adherence to those procedures. Coordinate the activities of assigned quality control engineers and with other construction departments to ensure that construction is in compliance with site specifications and standards. Prepare quality procedures to ensure proper inspection, testing and surveillance activities are being performed. Provide effective quality training programs and ensure assigned personnel are qualified to perform assigned tasks. Prepare performance evaluations of assigned personnel. Provides assistance to training staff members in performing training activities and by reviewing/evaluating training materials prior to approval. May act in a lead capacity for a limited subject area, or administration of a training program, and be held accountable for training results in that area. Significant involvement with identification of training needs. May act as a Subcontract Technical Representative, coordinating all efforts of subcontracted personnel, including budgeting, man hour accounting, and overseeing work accomplishment. May have input in the budgeting process for a particular training program.
Required Qualifications:
Education:
- Bachelor's degree in a technical discipline and at least 8 - 10 years of practical experience in construction inspection or related areas.
- An Associate's degree and 10 - 12 years of practical experience would be considered equivalent.
- A high school diploma and 12 - 16 years of practical experience would also be considered equivalent
Preferred Qualifications:
- Candidate must be able to obtain and maintain a DOE “Q” security clearance.
- Candidates who have possessed an active DOE clearance (L or Q) within the past two (2) years are preferred.
Additional Experience Qualifications:
- Practical field experience in electrical and instrumentation and controls (I&C) quality control within the last 16 months. (Preferred)
- Prior work experience working under an ASME NQA-1 quality program. (Required)
- Prior DOE work experience. (Required)
- Well-developed organizational skills with good communication skills. (Required)

- Develop, revise, and perform peer reviews of Quality Control Inspection Plans related to electrical and I&C, in accordance with Design Output documents, Codes, and Standards.
- Perform field related inspections in accordance with Quality Control Inspection Plans.
- Document inspection results on applicable inspection records and issue non-conformance reports as required.
- Review product and process compliance with all specified drawings, specifications, and other requirements through inspection and/or review of supplied materials and equipment
