We integrate brokerage expertise , construction operations insight, and senior-level claims leadership to protect project economics and enterprise value across complex Subcontractor Default Insurance (SDI) programs.
We are seeking a senior-level SDI Claims Director to serve as the enterprise leader for SDI claims across Turner’s national portfolio. This individual will direct the strategy, adjudication, and resolution of high-exposure subcontractor default matters while leading and developing a team of SDI claims professionals.
This role carries executive visibility and direct impact on loss outcomes, contractor relationships, and overall SDI program performance.

Essential Duties & Responsibilities
Enterprise SDI Authority
- Serve as the senior technical authority for all significant SDI claims across Turner’s portfolio
- Lead oversight of complex, high-severity subcontractor default events, including terminations, performance failures, and completion exposures
- Protect project economics by driving disciplined, proactive claim strategies aligned with construction operations
- Direct SDI claims from notice through resolution, including investigation, coverage analysis, mitigation, and recovery
- Partner closely with Operations, Legal, and Risk Management to manage default events in real time
- Evaluate cost-to-complete exposure, replacement contractor strategy, and schedule impact
- Lead resolution strategies including negotiation, mediation, and litigation where necessary
- Provide authoritative interpretation of SDI policies, including manuscript forms, endorsements, and program-specific structures
- Analyze coverage triggers, notice requirements, and recovery pathways
- Anticipate and respond to carrier positions and potential coverage disputes
- Serve as primary liaison with SDI carriers and reinsurers on complex and high-value claims
- Influence claim acceptance, reserving posture, and resolution strategy
- Navigate multi-party dynamics involving carriers, brokers, reinsurers, and project stakeholders
- Work directly with project teams during active default scenarios to guide documentation, cost tracking, and recovery positioning
- Ensure alignment between claims strategy and project execution to minimize disruption and financial exposure
- Provide real-time advisory support during critical project events
- Establish and maintain consistent SDI claim governance standards across the portfolio
- Enhance reporting, documentation, and data integrity within RMIS and internal systems
- Identify trends in subcontractor performance, default drivers, and recovery outcomes to inform underwriting and prequalification strategy
- Lead, mentor, and develop a team of approximately 3 –4 SDI claims professionals
- Provide direction, prioritization, and oversight of team workload and performance
- Foster a collaborative, accountable, and high-performing team environment
- Elevate technical expertise across the SDI function and support succession planning
- Skills & Experience
- 12–15 years of construction claims experience, with significant exposure to SDI or surety-related claims , Bachelor's Degree required .
- Demonstrated expertise managing subcontractor default events and complex completion exposures
- Strong understanding of:
- SDI policy structures and claims triggers
- Construction contracts and subcontractor risk allocation
- Cost-to-complete analysis and schedule impacts
- Carrier and reinsurer dynamics
- Proven leadership experience managing and developing claims professionals
- Experience working directly with construction operations teams during active loss events
- Proven ability to manage high-stakes, multi-party disputes
- Strong executive presence with the ability to communicate complex issues clearly and decisively
- Ability to operate independently in high-pressure, high-exposure environments
- Background in construction law, surety, or risk management
- JD, CPCU, ARM, or equivalent credentials
