JOB SUMMARY
Under general direction of the Electrical Engineering & Operations Department Manager, perform a variety of professional and administrative duties related to the ongoing development, implementation, oversight, and management of the District’s Internal Compliance Program (ICP) and other high-level electric reliability compliance activities. Also, support activities aimed at ensuring that the District’s electric system is operated in a manner that is compliant with the national and regional electric reliability standards, e.g. Federal Energy Regulatory Commission (FERC), North American Electric Reliability Corporation (NERC), Western Electricity Coordination Council (WECC), and North American Energy Standards Board (NAESB).

Electric Reliability Compliance Analyst I
This is the entry-level class in the Electric Reliability Compliance Analyst classification. Positions in this class typically have little or no directly related work experience but are expected to take the necessary steps and to make the requisite effort to obtain the information and skills necessary to fulfill the duties required by this position. The Electric Reliability Compliance Analyst I class is distinguished from the Electric Reliability Compliance Analyst II class by the performance of less than the full range of duties assigned to the level II class. Incumbents work under general supervision while learning job tasks.
Electric Reliability Compliance Analyst II
Employees within this classification are distinguished from the Electric Reliability Compliance Analyst I by the assignment of the full range of duties and responsibilities associated with this role. Employees at this level receive only occasional instruction or assistance as new, unusual or unique situations arise and are fully aware of the operating procedures and policies within the work unit. Positions in this class are flexibly staffed and are normally filled by advancement from the Electric Reliability Compliance Analyst I class after the individual has obtained the necessary training and consistently and proficiently fulfilled all the duties required by that position and demonstrated the requisite aptitude and dedication to proceed to an Electric Reliability Compliance Analyst II class.DUTIES AND RESPONSIBILITIES
Assist in developing, administering, facilitating and monitoring the implementation of the District’s Internal Compliance Program and associated requirements.
Research and analyze regulatory and other compliance industry literature; evaluate and present findings to internal and external audiences.
Track and review a variety of proposed compliance industry regulations and evaluate the potential for them to impact the District operations.
Identify and evaluate alternatives; provide recommendations for improvements or enhancements; assist with strategy development and implementation as required.
Compile documentation and complete reports regarding tracked compliance and other related regulatory proposals.
Assist the District’s Internal Compliance Program team in addressing emergency conditions outside of normal business hours and/or on the weekend if necessary.
Communicate orally and in writing with consultants, regulators, auditors, and various other internal and external audiences regarding a variety of issues related to reliability compliance proposals and the District’s operations.
Prepare communications regarding the District’s activities and operations; prepare presentation materials regarding potential and anticipated reliability compliance impacts.
Participate in meetings to update and educate internal and external audiences on the District’s activities and operations related to electric reliability compliance.
Represent the District on various regional and national forums regarding electric reliability compliance and in dealings with NERC and WECC regarding compliance-related issues.
Coordinate review and analysis of compliance industry proposals and related activities with other divisions, departments, and outside agencies.
Prepare and submit compliance filings and coordinate compliance filings of technical experts and consultants when necessary.
Participate and assist with various deadline-driven compliance audit activities.
Assist with coordinating the work of outside consultants.
Provide compliance-related training to various District organizations.
Comply with and enforce all District rules, regulations, policies and procedures.
Perform other related duties as required or assigned by management.QUALIFICATIONS

Electric Reliability Compliance Analyst II - In addition to the Electric Reliability Compliance Analyst I requirements, must be able to: understand the District’s bulk electric system (BES); independently interpret and integrate complex data and information, including standards; and understand the District’s organizational structure with respect to compliance responsibilities.
Administration and Operations.
Electric Reliability Compliance Analyst I - Must have ability to: understand electric utility operating and maintenance practices; leverage modern office equipment operations including the use of applicable computer applications; follow oral and written instructions; effectively present ideas and concepts in oral and written formats; maintain confidentiality; coordinate work with other District personnel, other agencies, and the public; and occasionally travel outside of the area to attend various meetings and work outside of normal work hours to meet workload needs.
Electric Reliability Compliance Analyst II - In addition to the Electric Reliability Compliance Analyst I requirements, must be able to: be fluent with related federal and state regulations including NERC and WECC reliability standards and compliance processes; work with a great degree of independence to develop and promote methods to meet programmatic goals; possess the project management skills necessary to coordinate a District-wide response to a compliance issue or upcoming compliance audit; and be able to assign, oversee, and evaluate the work of subordinate professional staff as assigned and be accountable for results.Necessary Special Requirement
