Salary Grade: Business Grade 11 | BG-11

Position Summary: The Director of Human Rights Compliance and Investigations implements and oversees the investigations process at Tulsa Public Schools, from routine workplace investigations to those involving human rights. The Director selects and provides onboarding for a case management system that benefits many Tulsa Public Schools stakeholders. The Director
ensures departments maintain compliance with applicable nondiscrimination laws and policies, including but not limited to Title VI of the Civil Rights Act of 1964, Title IX of the Education Amendments of 1972, the Americans with Disabilities Act (ADA), and other nondiscrimination laws. The Director creates and assigns district-wide nondiscrimination training. This role
supervises the district investigator positions assigned to this function and conducts investigations as necessary to support the needs of the district.

Investigator supervision and training
Case management system selection and administration
Policy creation and revision
District-wide nondiscrimination training

Minimum Qualifications:

Education:
Bachelor's degree in Human Resources, Public Administration, Criminal Justice, Political Science, or a related field, or an equivalent combination of education and progressively responsible related experience totaling four (4) years
Juris Doctor preferred

Experience:
Seven (7) years of workplace and/or human rights investigative experience
Experience supervising investigators required; experience overseeing a compliance function preferred
Experience providing in-person and online training regarding human rights
Experience in an education setting preferred
Experience implementing or managing a case management system preferred

Licenses and Certifications:
Valid Driver's License

Knowledge, Skills, and Abilities:
Working knowledge of federal and state nondiscrimination law as applied in public school districts, including Title VI, Title VII, Title IX, Section 504, the Americans with Disabilities Act, and the Age Discrimination Act of 1975
Working knowledge of the Family Educational Rights and Privacy Act (FERPA) and the handling of student records in investigations involving students
Knowledge of Oklahoma mandatory reporting requirements and the circumstances under which a matter must be referred to law enforcement or the Department of Human Services
Ability to conduct impartial investigative interviews of employees, students, families, and community members, including witnesses who are minors
Ability to gather, document, and preserve evidence and maintain complete and accurate case records
Ability to write clear, defensible investigative reports and findings that withstand review by legal counsel, the Office for Civil Rights, and the EEOC
Ability to recognize conflicts of interest and recuse appropriately, and to maintain impartiality in contested matters
Ability to handle sensitive information with discretion and in a manner that preserves legal privileges and upholds confidentiality requirements
Ability to communicate findings and recommendations clearly to school leaders, district leadership, employees, and families
Ability to manage a caseload against regulatory deadlines and competing priorities
