GENERAL POSITION DESCRIPTION

The Housing Program Manager, under the supervision of the Executive Director, is responsible for the administration, planning, coordination, oversight, and compliance of TRIHA housing programs, development projects, community initiatives, and grant-funded activities, ensuring adherence to tribal, federal, state, and local regulations while supporting organizational goals and enhancing services for Tribal Members, descendants, and community residents; the role oversees daily housing operations, supervises staff, manages program compliance, and coordinates housing development efforts, grants, contracts, reporting requirements, and community engagement activities.

DUTIES AND RESPONSIBILITIES:

Program Administration

  • Oversee daily operations of housing, community development, and grant-funded programs.
  • Monitor program goals, objectives, outcomes, and performance measures.
  • Develop, implement, and maintain program policies and procedures.
  • Ensure compliance with HUD, NAHASDA, tribal, state, federal, and grant-specific requirements.
  • Conduct regular reviews of program files, records, reports, and supporting documentation to ensure accuracy and compliance.
  • Coordinate program activities among departments to ensure effective service delivery.
  • Review housing applications and oversee eligibility determination processes.
  • Ensure accurate maintenance of participant files and housing records.
  • Oversee data entry and integrity within the housing management system.
  • Review weekly, monthly, and annual housing reports for accuracy and completeness.

Housing Planning and Development

  • Lead community housing needs assessments and demographic analysis.
  • Coordinate housing development feasibility studies and site evaluations.
  • Assist in planning future housing developments, rehabilitation projects, infrastructure improvements, and community development initiatives.
  • Develop strategic housing plans aligned with Tribal priorities and available funding opportunities.
  • Coordinate planning, development, implementation, and monitoring of housing development projects.
  • Coordinate community engagement efforts related to housing planning and development.

Grant and Contract Administration

  • Manage assigned grants from application through closeout.
  • Monitor grant budgets, expenditures, timelines, and performance requirements.
  • Prepare and submit grant reports, performance reports, and supporting documentation.

20. Identify funding opportunities and assist with preparation of grant applications and proposals.

21. Serve as liaison with funding agencies, consultants, auditors, and regulatory organizations.

22. Manage and monitor contracts, professional service agreements, and vendor agreements.

23. Track contract deliverables, timelines, reporting requirements, and performance expectations.

24. Ensure contracts remain compliant with procurement policies and funding requirements.

Staff Supervision

25. Supervise assigned program staff.

26. Establish performance expectations and accountability measures.

27. Conduct coaching, training, evaluations, and performance reviews.

28. Monitor workload distribution and program effectiveness.

29. Promote staff development and cross-training opportunities.

Reporting and Compliance

30. Prepare reports for the Executive Director, Board of Commissioners, funding agencies, auditors, and stakeholders.

31. Maintain accurate records and supporting documentation.

32. Coordinate monitoring reviews, audits, and compliance inspections.

33. Develop corrective action plans and monitor implementation when deficiencies are identified.

34. Assist in development and implementation of organizational policies, procedures, and internal controls.

Community Relations and Outreach

35. Represent TRIHA at meetings, trainings, workshops, conferences, and community events.

36. Develop partnerships with tribal departments, community organizations, service providers, and funding agencies.

37. Assist with public outreach, community engagement, and communication efforts.

38. Provide recommendations to leadership regarding program development, expansion, and service improvements.

Perform other duties as assigned.

QUALIFICATIONS:

  • Bachelor's Degree in Public Administration, Business Administration, Community Development, Tribal Governance, Planning, Housing Administration, or related field, preferred.
  • Equivalent combination of education and experience may be considered.

3.Minimum three (3) years of progressively responsible experience in housing administration, grant management, community development, program administration, or related field.

  • Supervisory experience, preferred.
  • Experience with HUD, NAHASDA, or Tribal Housing Programs, strongly preferred.
  • Experience managing grants, contracts, and compliance requirements, preferred.
  • Valid California Driver's License and ability to be insured through TRIHA.
  • Must be dependable and able to work flexible hours based on need.
  • Must successfully complete a pre-employment drug/alcohol screening and background check.
  • If previously employed within the Tule River Indian Tribe of CA entities, you must have acceptable work history.

KNOWLEDGE, SKILLS, & ABILITIES:

  • Advanced knowledge of HUD and NAHASDA regulations and requirements
  • Knowledge of Tribal housing programs and housing administration
  • Knowledge of community development and housing development practices
  • Knowledge of grant administration and compliance management
  • Basic knowledge of Federal procurement requirements
  • Knowledge of strategic planning and housing needs assessments
  • Knowledge of tribal government operations and organizational policies
  • Have the ability to plan, organize, and manage multiple projects simultaneously
  • Have the ability to analyze regulations, contracts, grant requirements, and housing program guidelines
  • Have the ability to prepare professional reports, presentations, and recommendations
  • Have the ability to communicate effectively both verbally and in writing
  • Have the ability to establish and maintain effective working relationships with Tribal members, staff, funding agencies, and community members
  • Have the ability to supervise, train, and evaluate staff
  • Have the ability to exercise sound judgment and maintain confidentiality
  • Have the ability to work independently while meeting deadlines and organizational objectives

PHYSICAL REQUIREMENTS:

  • Prolonged periods of sitting at a desk and working on a computer.
  • Ability to communicate effectively in person, by telephone, and through electronic communication.
  • Frequent use of hands and fingers to operate a computer, calculator, copier, and other standard office equipment.
  • Ability to review and prepare reports, contracts, correspondence, and other documents requiring close visual attention.
  • Ability to move throughout the office facilities and attend meetings at various locations.
  • Occasional standing, walking, bending, reaching, and lifting of files, records, and office supplies weighing up to 50lbs.
  • Ability to maintain regular and reliable attendance.
  • Ability to perform the essential functions of the position with or without reasonable accommodations.
  • Must be willing and able to travel, including overnight travel, when necessary, to attend trainings, conferences, meetings, and other professional development opportunities.

This position reports to: Executive Director

Supervises: Tenant Relations Specialist, Grant- Funded Program Staff, as assigned

Salary: Pay Range $37.00- $42.00 | Salary ($76,960-$87,360) | Non-Overtime Eligible

Work Schedule: Monday- Friday 8:00AM-5:00PM (Varies)

PREFERENCE SHALL BE GIVEN TO QUALIFIED NATIVE AMERICAN CANDIDATES IN ACCORDANCE WITH THE TULE RIVER INDIAN PREFERENCE ORDINANCE & VETERAN PREFERENCE. Must have Tribal Identification, Military Identification or Form DD214 to claim preference.
