The Tulare County Health & Human Services Agency is actively recruiting for the position of Behavioral Health Clinical Supervisor. This position is responsible for planning, organizing, and directing the activities of multiple licensed and/or unlicensed team members. The BehavioralHealth Clinical Supervisor reports to the Behavioral Health Clinical Services Manager. This recruitment will establish an employment list to fill immediate and future vacancies throughout Tulare County’s Behavioral Health Branch.
The Behavioral Health Clinical Supervisor must understand diverse community needs, especially of underserved groups, and will establish working relationships with administrative personnel and staff within community-based organizations that include but are not limited to hospitals, clinics, and wellness centers. The successful incumbent may assist the administration in policy, procedure, and protocol development and implementation and have a working knowledge of general principles of public assistance policies and programs. The successful candidate must have effective organizational and time management skills and techniques. Additional responsibilities include reviewing records and information related to the delivery of care to individuals and families to ensure compliance with federal, state, and county regulations relating to standards of care and billing requirements, as well as performing a variety of assignments related to quality assurance .
The Behavioral Health Branch is dedicated to addressing the needs of those living with mental illness and to promoting the overall mental health of the community. We are committed to promoting mental health as a critical part of overall wellness, including prevention services for all; early identification and intervention for those at risk; integrated care, services, and supports for those who need it; and recovery as the goal. Services include assessments, clinical and rehabilitative services, case management, peer support, and medication services within a wellness and recovery model.

Typical Duties
Key Responsibilities
- Supervises staff in one or more behavioral health programs. Supervisory responsibilities include interviewing, selecting, training, assigning, directing, monitoring, evaluating and performance management.
- Consults with management staff regarding program goals, activities, policies, and procedures as required.
- Communicates and interprets program goals, policies, and procedures to assigned staff, community agencies, clients, and the public.
- Ensures staff proficiency in behavioral health information, and other information systems utilized by the program.
- Interprets policy, reviews records and information related to the delivery of care to individuals and families to assure compliance with departmental and state policies, procedures, standards of care, and billing requirements.
- In accordance with state licensing and/or certification requirements, may provide direct client services including evaluating and developing treatment plans, conducting therapy sessions, and consulting with other agencies regarding client treatment.
- Provide leadership within a multi-disciplinary treatment team inclusive of professionals from disciplines including psychiatry providers, peer support providers, case managers, clerical support, and others

Candidates must meet the qualifications listed below by the application deadline.
- Completion of master’s degree in one of the following areas: social work; marriage, family, and child counseling; marital and family therapy; psychology; clinical psychology; or counseling psychology, obtained from an accredited school, college, or university
- Two years of experience as a Licensed Social Worker or Licensed Behavioral Health Clinician
- Possession of a valid Licensed Clinical Social Worker (LCWS), Licensed Professional Clinical Counselor (LPCC), or Marriage and Family Therapy (MFT) license issued by the State of California, Board of Behavioral Sciences
- Possession of, or ability to obtain an appropriate, valid California driver's license.

Conditions of Employment
- Candidates selected will be required to pass a pre-employment drug and alcohol screening. Additionally, a background investigation may be conducted, which may include a re-investigation every 10 years for some positions. Benefit Amount: An annual benefit amount is provided and may be applied towards health insurance premiums (medical, dental, vision and life). This benefit is pro-rated and paid on a pay period basis (24 pay periods).
Health Insurance: A choice of PPO and HMO medical plans which include PPO and HMO dental plans and include dental and vision coverage. Dependent coverage is available. Providers include Anthem Blue Cross, Kaiser Permanente, Delta Dental, and Vision Services Plan (VSP).
Retirement: The retirement plan is a defined benefit plan administered pursuant to the 1937 Act County Employees Retirement Act and integrated with Social Security. In addition to ordinary retirement benefits, the plan provides disability and death benefits. Retirement contributions are made by both the County and the employee. The County has reciprocity with the State of California, contracting PERS agencies, and all County 1937 Act Retirement Systems.
Paid Holiday Leave: 12 set days and 1 personal holiday.
Vacation Accrual:
2 weeks per year (0-3 years of service)
3 weeks per year (3-7 years of service)
4 weeks per year (7-11 years of service)
5 weeks per year (11 years of service)
Limit of 300 hours.
FLSA exempt employees accrue an additional 5 days of vacation per year.
Sick Leave Accrual: 12 days per year with unlimited accumulation, 60 hours of which may be used toward family sick leave.
Group Term Life Insurance and AD&D: $10,000; Provided by Standard Insurance Company.
Disability Insurance: Employees are covered by State Disability Insurance. The premium is paid by the employee.
Deferred Compensation: A voluntary deferred compensation plan is available.
