Location: On-site at Redstone Arsenal (Huntsville, AL)
Overview:
Candidates should be motivated, organized, and responsive self‑starters capable of managing multiple priorities in a fast‑paced and evolving environment. The selected candidate will serve as a Property Specialist within an Army Aviation Product Office, supporting the full spectrum of property accountability and asset‑management functions. Responsibilities include maintaining accurate accountability records, conducting asset inventories, performing asset tracking and reporting, and ensuring data integrity within an Army Accountable Property System of Record (APSR), a Supply Chain Management (SCM) system, or a Program‑managed SCM platform. This role directly supports the Product Office’s mission by safeguarding government property, enabling audit readiness, and ensuring compliance with Army and federal accountability standards.
Logistics Management Specialists should demonstrate the knowledge, skills, and abilities necessary to successfully execute the following duties, responsibilities, and technical functions:
Experience and Core Competencies
- Minimum of five years of experience in property management or logistics operations within a government or military environment.
- High attention to detail and accuracy in maintaining, reconciling, and reporting property records.
- Strong problem‑solving skills with the ability to work under pressure and adapt to changing operational requirements.
- Ability to analyze complex logistics data and translate findings into clear, actionable insights.
- Effective collaboration and interpersonal skills to engage with diverse government, military, and contractor teams.
- Experience with all facets of warehouse operations, including shipping, receiving, reconciliation, transportation, and documentation (DD250, DA3161, DD1149, SF153, DA2062, FVUA).
Technical Systems and Tools
- Proficiency with Accountable Property Systems of Record (APSR), including ELMS, GCSS‑Army, DPAS, or comparable platforms.
- Ability to apply ELMS standards, training, and audit requirements to ensure Item Managers are properly assigned, trained, and compliant within automated logistics systems.
- Experience managing deficient, redundant, or obsolete equipment through DLA or Tobyhanna Depot, ensuring accurate documentation and proper updates to logistics databases (e.g., ELMS).
- Knowledge of DLA disposition processes, including Electronic Turn‑In Document (ETID) requirements (DD1348‑1A) and RBI eDocs for receiving signed DD1348‑A1.
- Knowledge and experience managing Transportation Account Codes (TAC) for shipping and funding approval.
- Proficiency with Microsoft Office applications, including Word, Excel, PowerPoint, Outlook, and related tools.
Transportation, Shipping, and Readiness
- Ability to utilize Collaborative Readiness Problem Solving System (CREPS) standards to coordinate transportation of government property.
- Knowledge of AMCOM transportation processes for non‑hazmat and hazmat equipment, ensuring compliance with IATA Dangerous Goods Regulations (DGR) across land, sea, and air.
- Experience preparing and processing required forms within CREPS, including DD1149 and Funds Verification & Use Authorization (FVUA).
Regulatory and Compliance Knowledge
- Strong knowledge of federal property‑management regulations, including the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS).
- Familiarity with required logistics and property documentation, including DD250, DD1149, DA2062, SF153, DA3161, and related forms.
- Ability to assist in developing and managing Memorandums of Agreement (MOAs) between the Product Office and other government agencies for maintenance‑related actions.
- Ability to collaborate with specialists to review policies, plans, and procedures to ensure proper application to daily operations.
- Experience coordinating and training unit personnel on receipt, inspection, storage, and administration of expendable and durable equipment.
Physical and Work Environment Requirements
- Ability to lift up to 35 lbs and move equipment during property transfers, inventories, and inspections.
- Primarily office‑based position with required travel to field locations for property transfers, inventories, inspections, and audits.
Preferred Qualifications
- Professional certification in property management or logistics, such as Certified Professional Property Administrator (CPPA) or Certified Supply Chain Professional (CSCP).
Education and Eligibility Requirements
- U.S. citizenship required; must possess and maintain a Secret security clearance.
- Preferred bachelor’s degree (BA/BS) with at least eight years of relevant experience in property management or logistics; additional years of directly related experience may be substituted for the degree requirement.
- Experience supporting a U.S. Army Product Office is preferred.
Travel
- Must be able to obtain and maintain a U.S. issued passport
- Travel is expected up to 50%
