SUMMARY

The Manager – Level II supports the planning, coordination, and execution of renovation, relocation, maintenance, and construction projects within the assigned market. The position is responsible for managing the solicitation, bidding, scheduling, and construction execution phases of projects issued by the Director of Contracting (DOC) while ensuring compliance with contractual, regulatory, and installation requirements.

This role provides oversight of project coordination staff, interfaces with contractors and government stakeholders, and ensures projects are delivered safely, on schedule, within budget, and in alignment with customer requirements. The Manager – Level II also supports market-level workload management and contractor engagement to ensure efficient delivery of multiple concurrent projects.

ESSENTIAL DUTIES AND RESPONSIBILITIES

The following duties represent the primary responsibilities of the position. Additional duties may be assigned as required.

  • Assist in managing multiple construction, renovation, and relocation projects from proposal through completion.
  • Coordinate project activities to ensure timely execution of task orders and construction work.
  • Review project scopes, budgets, and schedules to ensure alignment with customer requirements and available funding.
  • Monitor project performance, contractor deliverables, budgets, and schedules to ensure contract compliance.
  • Ensure projects follow applicable federal regulations, installation policies, and safety standards.
  • Coordinate contractor procurement activities, including assignment of Request for Proposal (RFP) packages.
  • Support contractor selection by coordinating site walks, evaluating proposals, and recommending Best Value contractors.
  • Lead pre-construction meetings and establish project execution plans with contractors, including schedules, safety requirements, and permit processes.
  • Serve as a liaison between contractors, the Directorate of Public Works (DPW), internal leadership, and project stakeholders.
  • Coordinate with DPW to ensure timely submission and processing of delivery orders and project documentation.
  • Communicate with customers regarding scope clarifications, schedule updates, and project impacts.
  • Support negotiations related to schedule adjustments, contract changes, and unforeseen project conditions.
  • Provide oversight and guidance to Project Coordinators and administrative support staff.
  • Ensure project documentation, reports, and contract records are accurate and compliant with company and government requirements.
  • Assist with workforce scheduling and task assignments to support efficient project execution.
  • Monitor project funding, invoicing, and financial tracking to ensure accurate billing and contract compliance.
  • Oversee contract modifications and change orders as needed.
  • Support project closeout activities, including documentation review and final reporting.
  • Provide operational support to the Project Manager and leadership with reporting, planning, and coordination.
  • May operate company vehicles on federal installations in the performance of duties.

EDUCATION and/or EXPERIENCE

  • Bachelor’s degree in construction management, Engineering Management, Business Management, or a related field preferred.
  • Minimum 5 years of experience supervising construction, maintenance, or multi-trade operations, preferably within a government or installation support environment.
  • Demonstrated experience managing multiple concurrent construction or facilities projects.
  • Proficiency in Microsoft Office Suite and general project management software tools.
  • Strong written and verbal communication, problem-solving, and collaboration skills.
  • Must maintain a valid driver’s license and military gate access.

COMMUNICATION SKILLS

Must have the ability to respond to common inquiries or complaints from customers, managers and staff members.  Must be capable of initiating corrective action or revision of internal methods or procedures, IAW regulations, directives and guidance from higher authority, to resolve problems.

Salary : $62,000 - $66,000
