SUMMARY OF DUTIES
The Custodial Supervisor/Quality Control Inspector is responsible for overseeing daily custodial operations and ensuring all cleaning services are performed in accordance with contract requirements, performance work statements, quality standards, and applicable safety regulations on a U.S. Army installation. This position supervises assigned custodial personnel, distributes work assignments, monitors employee performance, conducts inspections of serviced facilities, and documents quality control results. The individual ensures routine, project, and emergency cleaning tasks are completed efficiently and to required standards in administrative buildings, barracks, training facilities, medical support spaces, restrooms, fitness centers, and other supported facilities. The Custodial Supervisor/Quality Control Inspector also identifies deficiencies, implements corrective actions, provides on-the-job training, enforces compliance with OSHA requirements, Army regulations, and company safety policies, and maintains inspection reports, quality records, and performance documentation. This role serves as a key link between site management and frontline staff to ensure mission support, customer satisfaction, cleanliness, sanitation, and contract compliance are consistently achieved.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned:
1. SUPERVISORY REQUIREMENTS AND QUALITY ASSURANCE & INSPECTIONS
- Supervise and coordinate daily work activities of custodians and leads.
- Train employees on proper custodial methods, equipment use, chemical handling, and safety procedures.
- Monitor inventory and proper use of custodial supplies, tools, and equipment.
- Conduct daily, weekly, and monthly custodial inspections of facilities in accordance with the Performance Work Statement (PWS), Technical Exhibits, and the approved QCP
- Inspect facilities and work areas specified in the PWS for conformance with quality standards
- Use Army-approved inspection methods, checklists, and Acceptable Quality Levels (AQLs) to evaluate performance
2. DOCUMENTATION & REPORTING
- Accurately document inspection results, deficiencies, trends, and corrective actions
- Maintain inspection logs, deficiency reports, and corrective action records in accordance with contract requirements
- Prepare and submit quality control reports to project management and government representatives as required
3. CORRECTIVE ACTIONS
- Identify performance deficiencies and notify custodial supervisors promptly
- Verify corrective actions are completed within contractually required timeframes
- Track repeat deficiencies and recommend preventive measures
4. CONTRACT COMPLIANCE
- Ensure compliance with all applicable regulations, including:
- Performance Work Statement (PWS)
- Quality Control Plan (QCP)
- Army regulations and installation policies
- Safety, environmental, and infection control standards (as applicable)
- Support government inspections, audits, and surveillance activities
5. COMMUNICATION & COORDINATION
- Serve as the primary quality liaison between the contractor and the Contracting Officer’s Representative (COR) or designated government personnel
- Participate in operational and quality meetings, inspections, and performance reviews
- Provide feedback and recommendations to improve custodial service delivery
6. TRAINING & CONTINUOUS IMPROVEMENT
- Assist in training custodial staff on quality standards, inspection findings, and best practices
- Identify trends and recommend process improvements to enhance performance and customer satisfaction
EDUCATION and/or EXPERIENCE
- High school diploma required; associate or bachelor’s degree preferred.
- 3–5 years of custodial, janitorial, or facility management experience.
- At least 2 years in quality assurance role.
- Strong knowledge of custodial cleaning practices, equipment, and chemicals.
- Proficiency in Microsoft Office, inspection software, or mobile auditing tools (e.g., CMMS, QA apps).
- Ability to read and interpret contract requirements and performance standards.
- Must have a valid driver’s license.
COMMUNICATION SKILLS
Must have the ability to respond to common inquiries or complaints from customers, managers, and staff members. Must be capable of initiating corrective action or revision of internal methods or procedures, IAW regulations, directives, and guidance from higher authority, to resolve problems.

WORK ENVIRONMENT

The employee will generally work in an office environment, but some work may be conducted outside on facility grounds, with possible exposure to extremes in heat and cold. Pay: $60,000.00 - $75,000.00 per year
