SUMMARY OF DUTIES

The Alternate Program Manager (APM) serves as the designated deputy to the Program Manager for a multi‑building custodialcontract. The APM is responsible for ensuring consistent service delivery, compliance with contract requirements and performance standards, quality assurance, staffing coverage, and customer satisfaction. This role directly supports day‑to‑day operations and assumes full leadership authority in the PM’s absence, including client communication, reporting, and decision-making.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned:

1. CONTRACT & CLIENT MANAGEMENT

  • Serve as the primary point of contact in the PM’s absence; maintain proactive, professional communication with the Contracting Officer/Representative, Property/Facilities Managers, and key stakeholders.
  • Interpret the Performance Work Statement (PWS)/Scope of Work (SOW), service level agreements (SLAs), and quality standards, ensuring 100% compliance with deliverables, KPIs, and reporting deadlines.
  • Support updates to the Program Management Plan, Quality Control Plan (QCP), Health & Safety Plan, Staffing Plan, Training Plan, and Continuity of Operations (COOP)/Contingency plans.

2. OPERATIONS & SERVICE DELIVERY

  • Oversee day‑to‑day custodial operations (routine, periodic, and project work such as floor care, carpet care, high dusting, window cleaning, restroom sanitation, waste/recycling).
  • Ensure adequate staffing coverage, shift assignments, and relief planning; coordinate emergency/surge support (e.g., weather events, special events, spill response).
  • Validate compliance with workloading, routes, and CMMS/Work Order priorities; review service tickets and ensure timely closure.

3. PEOPLE LEADERSHIP

  • Supervise site leaders (e.g., area supervisors, team leads) and indirectly oversee custodial staff; conduct coaching, counseling, and performance evaluations.
  • Lead recruiting, onboarding, and cross‑training to maintain service continuity and bench strength.
  • Foster a positive culture focused on safety, respect, reliability, and quality; recognize performance and address deficiencies promptly.

4. MATERIALS, EQUIPMENT, AND TECHNOLOGY

  • Oversee inventory management of supplies, consumables, and equipment
  • Utilize CMMS/mobile inspection tools and maintain accurate, timely data entry for work orders, inspections, labor, and materials.

5. REPORTING & ADMINISTRATION

  • Prepare and present recurring reports (weekly/monthly/quarterly) including KPIs, inspection results, staffing levels, training compliance, incidents, and improvement actions.
  • Assist PM with budget stewardship, labor hour management, and invoice support (validating service logs, periodic tasks, and change orders).
  • Maintain contract documents, logs, and records per client/company retention policies.

EDUCATION and/or EXPERIENCE

  • Bachelor’s degree in business, Facilities Management, or related field (or equivalent experience).
  • At least two years of documented custodial service contract management experience, including team management and workflow scheduling.
  • Experience managing government or large commercial service contracts.
  • Strong leadership and personnel management skills.
  • Excellent communication and verbal skills, with the ability to clearly communicate with senior US Army military and civilian staff and senior corporate leadership.
  • Knowledge of custodial methods, equipment, and chemicals.
  • Proficiency with Microsoft Office and reporting tools.
  • Knowledge of CMMS platform (IBM Maximo) highly desired.
  • Must have a valid driver’s license.

COMMUNICATION SKILLS

Must have the ability to respond to common inquiries or complaints from customers, managers, and staff members. Must be capable of initiating corrective action or revision of internal methods or procedures IAW regulations, directives, and guidance from higher authority, to resolve problems.

WORK ENVIRONMENT

The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. The employee will generally work in an office environment, but some work may be conducted outside on facility grounds, with possible exposure to extremes in heat and cold. Some travel to project locations may be required as well as some evening, weekend, and holiday hours.

Pay: $70,000.00 - $87,000.00 per year
