Qualifications:
Federal experience is not required. Experience may have been gained in the public sector, private sector or through Volunteer Service. You must meet the following requirements by the closing date of this announcement.
GS-11 SPECIALIZED EXPERIENCE: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 grade level in the Federal Service. Specialized experience must include:
- Applying IRS functions, programs, policies, regulations, procedures, and operations to evaluate program plans and determine impact of changes on program goals.
- Utilizing cross functional programs such as EQSP and MEPS reports and their interrelationship with assigned program to conduct reviews, studies/projects and coordinate systems and resource utilization of program operations.
- Applying analytical and evaluative methods in order to assess and measure effectiveness of program operations, identify gaps or conflicts in program information, consolidate findings and recommend alternatives.
- Utilizing principles of management planning, program and process analysis, management reporting procedures and available system capabilities to resolve operating problems and providing statistical data or other management information reports.
- Applying oral and written communications to conduct briefings, prepare reports, document findings and, disseminate procedural and regulatory information.
OR you may supplement specialized experience with a Ph.D. or equivalent doctoral degree.
OR three full years of progressively higher-level graduate education leading to a Ph.D. in a related field.
OR LL.M., if related.
OR you may qualify with a combination of qualifying experience and education listed above.

You must also meet the following requirement(s):
- TIME AFTER COMPETITIVE APPOINTMENT (TACA): Current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens".

Responsibilities:
The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.- Serves as the Operation's expert and point of contact on performance issues, resolving problems and conducting training for measured and unmeasured employees.
- Inputs, monitors, and validates WP&C data. Identifies discrepancies and trends for the manager to analyze and determine a course of action.
- Performs extensive workflow and operational reviews and prepares comprehensive program analyses to evaluate the effectiveness of program operations and workflow in meeting established goals and objectives.
- Conducts briefings to communicate findings, advice, and course of action, implementation plans, directives, and guidelines.
- Participates in various types of special projects and studies that require research and analysis of gathered data, and recommends solutions in response to special problems or projects related to Submission Processing, Accounts Management, and Compliance.
