SUMMARY:

The 21st Century CCLC Project FOCUS Director is responsible for implementing and managing the Michigan Department of Education 21st CCLC grant awarded to TrueNorth and in partnership with local school districts. The Director is responsible for creating a highly efficient program, delivery system, and quality program plan. The Director is charged with maintaining productive relationships with school Administrators and has fiscal responsibility for all aspects of grant spending, staff management and development, and adherence to the grant contract. Experience with budgeting, supervision, and curriculum development is required.

ESSENTIAL DUTIES AND RESPONSIBILITIES (including, but not limited to):

Grant Management:

  • Understand and implement the 21st Century MDE Grant's terms and requirements and advocate for school children in Project FOCUS after schooltime programming.
  • Approve expenditures in accordance with the approved budget and TrueNorth policies and procedures.
  • Assure compliance with all State of Michigan Child Care Licensure requirements.
  • Work with local evaluator on reported outcomes.
  • Evaluate program and program staff using MDE evaluation instruments.
  • Develop, implement, and maintain an effective reporting process for program participant statistics and evaluation based on annual program goals and objectives.
  • Provide quarterly updated and annual measurement outcome reports and any other reporting as required.
  • Attend calls and conferences required by the Michigan Department of Education.

Financial and Risk Management:

  • Develop and enter Grant Budgets, budget amendments, and other budget data as required by the state of Michigan MEGS system.
  • Develop and implement procedures to reconcile FOCUS program expenses at least monthly with Financial Edge and the State of Michigan MEGS reporting system.
  • Ensure all spending aligns with the approved budget, spending is timely throughout the grant cycle, and spending aligns with the TrueNorth Purchasing and Procedures Manuals.
  • Ensure all expenses are charged to the correct income source and appropr iate documentation supports all expenses.
  • Implement TrueNorth procedures and protocols for grants expenditures and financial reporting and complete financial reports as required.
  • Develop and monitor risk management plans, including on-going assessment of emergency procedure protocols at each program site, as well as off site activities and field trips .
  • Develop and implement a plan to ensure financial sustainability .

Program Development & Implementation:

  • Develop and implement annual program goals and objectives to correspond with the grant requirements , current school environment, and annual measurable outcome benchmarks which work toward the 5-year cumulative benchmarks.
  • Develop, publish and distribute operational practices for the after-school program in cooperation with TrueNorth Administration, School Administration, staff, youth , and parents.
  • Assure implementation and evaluation of Project FOCUS programming which includes addressing the changing school/community environments and revise programming to meet the out-of-school time program needs.
  • Establish a system for on-going program development of 21st CCLC programs.
  • Determine staff development needs and implement training to meet those needs.

Staffing & Supervision:

  • Hire, train, orient, and supervise Assistant Director and Site Coordinators to ensure successful program implementation .
  • Follow TrueNorth interview, background checks , hiring and job offer protocols.
  • Assist HR and Site Coordinators in hiring, training , orienting and supervising site program staff.
  • Create and implement a comprehensive staff orientation and development plan which incorporates training in youth programming , age appropriate outcomes , program content, behavior management , learning styles and strategies , risk management and safety training and program evaluation.
  • Ensure personnel records are complete and up-to-date according to TrueNorth policies and procedures and originals are maintained with HR.
  • Ensure that staff comply with TrueNorth Time Card Policies and Procedures and TrueNorth Time and Effort Reporting Policy and Procedures.
  • Ensure annual staff evaluations are completed for all staff according to TrueNorth policies and procedures .

Coordination & Collaboration:

  • Develop and maintain a strong working relationship with TrueNorth leadership and staff and attend TrueNorth staff, program and board meetings as required.
  • Serve as a member of the Leadership Work Group identifying areas of collaboration and reporting program progress and challenges.
  • Serve as a community liaison to develop connections with community members and organizations that may support the program and assist in reaching program goals and objectives .

School Partnerships:

  • Develop strong working relationships with district superintendents, principals , teachers, and support personnel including custodial, transportation and food service to ensure open communication and program success.
  • Negotiate transportation services in conjunction with local transportation providers for safe and cost efficient daily transportation and off-site trips.
  • Implement CACFP program, which includes coordinating with each school system to ensure CACFP participation per grant requirements.

Other:

  • Regular and consistent attendance.
  • Other duties as assigned.

SUPERVISORY RESPONSIBILITIES:

Manage Assistant Director, Site Coordinators and part-time Administrative Assistant. Carries out supervisory responsibilities in accordance with TrueNorth's policies and procedures and applicable laws. Responsibilities include interviewing , hiring, orienting and training employees; planning, assigning and directing work; appraising performance ; rewarding and disciplining employees; addressing complaints and resolving problems .

QUALIFICATIONS/SKILLS:

  • Proven ability to work with and train staff on a variety of complex processes;
  • Ability to develop and motivate a team;
  • Ability to provide and support a vision and direction ;
  • Ability to develop and implement complicated budgets;
  • Absolute ability to work both independently and effectively within a team;
  • Considerable familiarity and experience with the Microsoft Suite (Word, Excel,etc.), Google, general internet use, and possess the capacity to master the Customer Relations Management (CRM) database and other external databases;
  • Ability to utilize Paycor, a cloud-based software, to accurately record hours worked;
  • Ability to work with a variety of systems, agencies, vendors, data and individuals while exhibiting excellent communication skills;
  • Possess and demonstrate the skill to effectively coordinate multiple projects with short deadlines ;
  • Ability to maintain records and prepare verbal and written reports;
  • Ability to explain program policies and procedures to program staff, participants, and participant families;
  • Ability to establish and maintain effective working relationships with administrators, employees, participants, and families of participants .
  • Ability to maintain participant and agency confidentiality.

EDUCATION AND QUALIFCATIONS:

  • BA or MA in a "child related field" , i.e. Early Childhood, Elementary or Secondary Education, Physical Education and Recreation, Child/Youth Development, Child Guidance/Counseling, Child Psychology , Family Studies , Social Work, or related Human Services degree.
  • Must possess a valid and unrestricted driver's license and reliable transportation.
