Position Summary
The Program Manager (PM) – Crisis Relief Center & Crisis Stabilization Unit (CRC/CSU) provides strategic, clinical, and operational leadership across two co-located behavioral health crisis programs serving adults (18 ) experiencing acute mental health or substance use crises.
The PM oversees daily operations, regulatory compliance, and multidisciplinary care delivery within both the 16-recliner Crisis Relief Center (23-hour, 59-minute stay) and the 16-bed Crisis Stabilization Unit (short-term residential program). These programs offer trauma-informed, recovery-oriented stabilization as well as sub-acute withdrawal management.
The role ensures the programs operate as seamless components of a comprehensive crisis continuum—delivering person-centered, safe, and equitable care that aligns with organizational values of care, dignity, and compassion.
Key Responsibilities
Strategic & Program Leadership
- Provide overall direction and vision for the integrated CRC and CSU programs.
- Develop and implement strategies that enhance crisis service delivery, client outcomes, and system collaboration.
- Lead program planning, budgeting, and resource allocation to support sustainable and high-quality operations.
Operational Oversight
- Manage daily operations of both the CRC, CSU, and Walk-in Triage, ensuring continuous 24/7 coverage, safety, and adherence to standards.
- Oversee client flow, triage, and coordination of admissions and discharges.
- Ensure timely assessments, risk evaluations, monitoring, stabilization, and transition planning.
- Maintain compliance with Washington State Department of Health (DOH) licensure and certification requirements.
Clinical & Service Integration
- Ensure access to comprehensive crisis services including psychiatric assessment, medical monitoring, sub-acute withdrawal management, and Medication for Opioid Use Disorder (MOUD) when indicated.
- Promote integration of behavioral health, medical, and peer support services.
- Uphold trauma-informed, culturally responsive, and person-centered care practices throughout both programs.
- Ensure continuity of care through robust discharge planning and coordination with community providers.
Staff Supervision & Workforce Development
- Provide leadership and supervision for all program staff, including but not limited to clinicians, nurses, case managers, peer support specialists, and other multidisciplinary staff.
- Oversee recruitment, training, scheduling, performance evaluation, and professional development.
- Foster a culture of collaboration, inclusion, and respect across all shifts and disciplines.
- Ensure staff competency in crisis intervention, de-escalation, and trauma-informed practices.
Quality, Compliance & Safety
- Ensure adherence to DOH, HIPAA, and organizational policies regarding safety, documentation, and client care.
- Lead quality assurance and performance improvement initiatives to strengthen service outcomes and client satisfaction.
- Participate in audits, inspections, and incident reviews; oversee corrective actions and unit-level improvements.
- Maintain high standards for infection control, risk management, and emergency preparedness.
Community & System Collaboration
- Serve as liaison to hospitals, outpatient providers, DCRs, law enforcement, EMS, and regional crisis networks.
- Advocate for system improvements that enhance crisis response and access to behavioral health services.
- Build partnerships to support smooth transitions between crisis stabilization and longer-term care.
Qualifications
Required:
- Master’s degree or higher in Social Work, Counseling, Psychology, Nursing, Public Health, or related behavioral health field.
- Active Washington State license (e.g., LICSW, LMHC, LMFT, SUDP, ARNP, or RN) in good standing.
- Minimum 5 years of progressive leadership experience in behavioral health, crisis response, or residential settings.
- Demonstrated knowledge of Washington State behavioral health regulations, crisis system operations, and DOH certification standards.
- Proven experience managing multidisciplinary teams in high-acuity or 24/7 care environments.
Preferred:
- Experience in both short-stay (23-hour) crisis relief and residential stabilization settings.
- Knowledge of withdrawal management protocols and co-occurring disorder treatment.
- Training in trauma-informed care, crisis intervention, and culturally responsive service delivery.
