Position Summary: We are seeking a Vice President to lead the configuration and ongoing optimization of Oracle HCM Cloud in a large, complex environment. This role partners with HR and Technology leaders to translate business needs into scalable solutions, oversee quarterly release readiness, and improve the employee/manager experience through strong governance, data integrity, and reliable integrations.
Primary Responsibilities:
- Lead Oracle HCM Cloud configuration strategy across key modules (e.g., Core HR, Talent, Compensation) with a focus on fit-to-standard and user experience.
- Own quarterly Oracle releases end-to-end (impact assessment, feature adoption, testing coordination, and deployment readiness).
- Configure and maintain enterprise structures, security, and approval workflows; ensure auditability and compliance.
- Deliver analytics and reporting (OTBI/BI Publisher/dashboards) and improve data quality through strong controls.
- Oversee HCM data operations (HDL/HSDL, bulk loads), including validation, reconciliation, and issue resolution.
- Design, support, and monitor integrations (OIC, APIs, SFTP) with downstream systems; manage stability and SLAs.
- Build and maintain Fast Formulas and configuration rules; document designs and test results.
- Partner with HR, Payroll, Finance, and Technology to define requirements and deliver configuration and technical solutions.
- Lead testing strategy and execution (unit, SIT, UAT) for configurations and integrations; drive automation where feasible.
- Drive continuous improvement to simplify processes, reduce customizations, and increase platform adoption.
- Lead, coach, and develop a high-performing HCM configuration team; manage priorities and delivery.
- Communicate roadmap, risks, and dependencies; align stakeholders on decisions, timelines, and outcomes.
- Ensure security, privacy, and regulatory requirements are met across configurations, integrations, and data flows.
- Manage Oracle/vendor support (SRs, escalations) and ensure timely resolution of production issues.
Education & Qualifications:
- Bachelor’s degree in Computer Science, Engineering, Information Systems, or related field (or equivalent experience).
- Oracle HCM Cloud certifications are a plus (e.g., Oracle Cloud HCM Implementation Specialist).
Experience:
- 6–10 years of relevant experience, including 5 years hands-on Oracle HCM Cloud configuration and release management.
- Track record leading implementations or major enhancements across multiple HCM modules.
- Experience delivering HCM integrations, security, and reporting in a large/regulated environment.
Required Skills:
- Deep Oracle HCM Cloud configuration expertise (Core HR plus at least two additional modules).
- Hands-on with HDL/HSDL, approvals/workflows, and reporting (OTBI and/or BI Publisher).
- Strong HR process knowledge and ability to translate requirements into scalable, governed solutions.
- Strong problem-solving skills, including impact analysis for releases and change requests.
- Excellent communication and stakeholder management skills; able to influence across HR and Technology teams.
- Experience with change control, documentation, and testing best practices (SIT/UAT).
Preferred Skills:
- Integration experience with Oracle Integration Cloud (OIC), REST/SOAP APIs, and SFTP.
- Fast Formulas development for complex business rules.
- Agile delivery leadership (backlog, release planning) and/or Oracle HCM Cloud certification.
Role 2: Oracle HCM Payroll Configurator & Integration Lead

- 15 years of payroll technology experience (Oracle Cloud HCM Payroll focus)
- CPP certification (American Payroll Association) required
Overview
- Lead the design and delivery of Oracle Cloud HCM Payroll configuration and integrations in complex, multi-entity environments. Partner with Payroll, HR, Finance, Tax, and IT to ensure accurate payroll processing, compliant setup, and reliable end-to-end data flows.
Responsibilities
- Configure and support Oracle Cloud HCM Payroll (elements, balances, costing, payment methods, payroll flows, and key payroll controls).
- Design and build integrations using HCM Extracts, HDL, BI Publisher, REST/SOAP APIs, and Oracle Integration Cloud (OIC) to/from time, benefits, tax, finance/GL, and third-party vendors.
- Ensure statutory and policy compliance (including year-end and multi-jurisdiction scenarios) and partner on audit readiness, reconciliations, and segregation-of-duties controls.
- Monitor and improve payroll run reliability and integration performance; troubleshoot production issues and implement long-term fixes.
- Lead testing (SIT/UAT/parallel payroll), release planning, and documentation; mentor analysts and engineers.
- Translate business requirements into scalable solutions; lead workshops, solution reviews, and stakeholder communication.
Required Qualifications
- 15 years of payroll technology experience, including hands-on Oracle Cloud HCM Payroll configuration and integrations
- Certified Payroll Professional (CPP) from the American Payroll Association (APA).
- Strong expertise in payroll configuration (elements/balances/costing/flows), Fast Formulas, and payroll integrations (Extracts/HDL/APIs/OIC)
- Proven delivery of large-scale payroll implementations or transformations (multi-entity and/or multi-jurisdiction)
- Deep knowledge of payroll compliance (tax withholding, garnishments, taxable wages, year-end processing)
- Strong controls mindset (audit readiness, RBAC/security, data privacy)
- Excellent troubleshooting and root-cause analysis across payroll configuration and integrations
- Strong communication skills and ability to lead cross-functional delivery
Preferred Qualifications
- Union payroll experience (premiums, shift differentials, collective bargaining)
- Integrations with timekeeping (UKG/Kronos or similar) and benefits/tax vendors
- Payroll costing and GL/ERP integrations
- CI/CD or automated testing for HCM artifacts (a plus)
- Parallel payroll testing and cutover planning
- Data governance and cross-system mapping experience
