Role: Peoplesoft Payroll Systems Consultant

Location: Oakland, CA (Hybrid)

Duration: 6 months

Overview: We are looking for a senior consultant who can support a district-wide review of payroll and timekeeping systems (PeopleSoft, Hastus, Kronos ) with a focus on FLSA compliance, travel-time premiums, and future-state process design.

• Core Skills & Experience Needed:10 years in Payroll/HRIS consulting or Business Analysis.
• Deep knowledge of FLSA rules, especially overtime, premium pay, split shifts, and compliance in public-sector or union environments.
• Strong hands-on experience with PeopleSoft Time & Labor and Payroll (configuration, pay rules, retro logic, compliance rules).
• Working understanding of Kronos/UKG and ideally Hastus (or similar operator/transportation timekeeping systems).
• Experience analyzing end-to-end payroll flows between multiple systems.
• Proven ability to document current-state and future-state processes and translate findings into requirements.
• Strong workshop facilitation skills to work with Payroll, HR, Legal, Operations, and IT stakeholders.
• Excellent documentation abilities (requirements, design specs, process flows).

• Nice to Have:Experience with transit agencies or transportation scheduling/timekeeping systems.
• Prior FLSA audit or compliance remediation project experience.
• Understanding of public-sector labor agreements.

High-Level Scope of Work:

• Reviewing current payroll/timekeeping processes for FLSA compliance.
• Identifying gaps in how travel time premiums and related rules are applied.
• Creating future-state recommendations across processes and systems.
• Producing requirements and preliminary design documents for PeopleSoft/Kronos/Hastus changes.
• Estimating impacts on cost, staffing, and timelines.
