Our client is hiring an onsite part‐time, bilingual Human Resources Manager who brings a hands‐on, solutions‐driven, entrepreneurial mindset to design, build, and lead HR for their fast‐growing sanitation company of 400 employees in DuPage County. You will have the opportunity to establish the HR function, create scalable systems, and build and lead the future HR team. “Step in as the architect of HR—design, shape, and lead the people strategy that will define the company’s future.” This is a unique opportunity to step in as the first dedicated HR leader and create the structure, systems, and strategy that will support their continued growth. Duties and Responsibilities:
HR Operations & Infrastructure
· Assess current HR practices and identify compliance and process gaps
· Develop and implement policies, procedures, and the employee handbook
· Implement HR systems, documentation standards, and scalable workflows
· Recommend future HR team structure as the company grows
· Create and maintain job descriptions
Compliance & Risk Management
· Ensure compliance with federal and multi‐state employment laws, including Illinois, across all current and future locations
· Strengthen wage and hour practices, timekeeping, and employee classification
· Maintain I‐9 compliance and employment records
· Oversee workers’ compensation coordination and OSHA documentation
· Support multi‐state compliance as expansion continues
· Promote a consistent, fair, and compliant workplace culture
Recruiting, Onboarding & Offboarding
· Create structured hiring, onboarding, and offboarding processes
· Develop structured recruiting processes for drivers, field staff, mechanics, and administrative roles
· Build onboarding programs that improve engagement and reduce turnover
· Support workforce planning and retention initiatives
Employee Relations & Workplace Support
· Conduct employee investigations and manage employee relations matters
· Provide bilingual HR support to Spanish‐speaking employees at customer sites (1–2 times per month for 1st and 2nd shifts)
· Serve as a trusted advisor to ownership and operational leaders
Manager & Supervisor Development
· Guide supervisors on performance management and progressive discipline
· Deliver manager training on HR best practices
Talents and Credentials:
· Bachelor’s degree in Human Resources, Business Administration, Organizational Leadership, or related field required, or equivalent combination of education and HR experience
· 7 years of progressive HR experience; 3 years of management experience required
· 3 years in an autonomous or standalone HR generalist role
· Proven success recruiting high‐volume hourly roles, particularly in sanitation, food‐processing, or service‐industry settings
· Bilingual fluency in Spanish and English (verbal and written) required
· Self-starter who can lead initiatives confidently while earning the trust of leadership
· Strong knowledge of federal and Illinois employment laws (FLSA, wage and hour, I-9, workers’ compensation)
· Experience conducting investigations and managing employee relations
· High emotional intelligence, strong documentation skills, and sound judgment
· Proven ability to build HR processes, policies, and systems from scratch
· Experience supporting hourly, field-based, operational workforces preferred
· HR certification (SHRM-CP, SHRM-SCP, PHR, or SPHR) preferred
· Experience with ADP, HRIS systems, and Microsoft Office 365 strongly preferred
Compensation & Benefits
· Competitive hourly rate: $35-$50/hr, depending on experience and skill-sets
· Shift bonus for occasional 2nd shift visits ($5–$10/hour premium pay)
· Flexible part-time schedule working 20-30 hours per week (in-office role)
· Eligible for accrued paid leave under the “Illinois Paid Leave for All Workers Act” at a rate of 1 hour for every 40 hours worked, up to 40 hours max annually
· Eligible for one paid holiday per quarter after completing 90 days of employment; part-time holiday pay is pro-rated based on scheduled hours.
· Mileage reimbursement when visiting employees at customer locations
· Potential to expand hours and responsibilities based on business needs
