About the Opportunity
The Georgia Department of Labor (GDOL) is seeking an experienced Senior Program Manager to lead and oversee the UI Inspire Modernization Program, a large-scale initiative designed to transform the State's Unemployment Insurance (UI) systems across Benefits, Tax, and Appeals operations.
This high-impact leadership role will be responsible for coordinating program execution, vendor management, stakeholder engagement, implementation readiness, and governance activities to ensure successful delivery of a modern, cloud-enabled unemployment insurance platform targeted for go-live in September 2026.
The selected candidate will work closely with GDOL leadership, Georgia Technology Authority (GTA), implementation vendors, business stakeholders, and technical teams to drive project success and ensure compliance with federal modernization and certification requirements.
Key Responsibilities
Program Leadership & Delivery
· Lead planning, execution, monitoring, and successful delivery of the UI Inspire modernization initiative.
· Develop and manage integrated program schedules, project plans, milestones, and dependencies.
· Coordinate activities across Benefits, Tax, Appeals, business operations, and technical workstreams.
· Track project budgets, timelines, deliverables, and overall program health.
· Identify risks, develop mitigation strategies, and drive issue resolution.
Vendor & Stakeholder Management
· Serve as the primary liaison between GDOL leadership, GTA, implementation vendors, and project stakeholders.
· Manage vendor performance and ensure adherence to project milestones and deliverables.
· Facilitate executive-level communication, governance meetings, and decision-making processes.
· Coordinate cross-functional teams to ensure alignment across technical and business units.
Implementation & Readiness Management
· Oversee implementation readiness activities including:
o Data migration validation
o User Acceptance Testing (UAT)
o System Integration Testing
o Security and Accessibility Testing
o Performance and Load Testing
o Production Readiness Assessments
o Go-Live Planning and Cutover Activities
· Support Go/No-Go decision-making processes and post-implementation stabilization activities.
Federal Compliance & Certification Readiness
· Coordinate activities required to meet federal UI modernization guidelines and certification expectations.
· Ensure completion of readiness documentation and validation activities.
· Support preparation of compliance artifacts, operational readiness reviews, and certification deliverables.
Organizational Change Management
· Coordinate training initiatives and end-user readiness activities.
· Support business adoption of new processes and technologies.
· Ensure operational teams, call centers, and business units are prepared for deployment and transition.
Required Qualifications
· Bachelor's Degree in Information Systems, Computer Science, Business Administration, Public Administration, or a related field.
· 10 years of experience managing large-scale IT modernization or enterprise system implementation programs.
· Experience leading government or public sector technology modernization initiatives.
· 10 years of experience working within multi-vendor delivery environments.
· Strong experience managing:
o Enterprise software implementations
o System testing and UAT
o Data migration initiatives
o Production deployment and operational readiness
· Experience with Agile, Hybrid, or Iterative software delivery methodologies.
· Strong leadership, communication, stakeholder management, and executive reporting skills.
· Experience managing cloud-based or enterprise platform implementations.
Required Certifications
· Active PMP (Project Management Professional) Certification
· Active PgMP (Program Management Professional) Certification
Preferred Qualifications
· Experience supporting Unemployment Insurance (UI) modernization programs.
· Experience with Workforce Development or Human Services systems.
