Job Title: Scrum Master/Business Analyst (HYBRID)

Please note, the first month of work will be onsite 5 days/week for onboarding. After that two days a week (required in-person days are Tuesdays and Wednesdays)

Position Overview

The System Analyst 3 plays a critical role within an Agile team, acting as a liaison between business stakeholders and technical teams. This role is responsible for gathering, analyzing, documenting, and validating business and system requirements while ensuring alignment with project goals and quality standards.The analyst will also function as a Scrum Master, leveraging tools such as Azure DevOps to manage Agile workflows, facilitate sprint activities, and ensure timely delivery of project objectives. Close collaboration with the PMO Project Manager is required to maintain project artifacts and documentation in compliance with State standards.

Key Responsibilities

• Gather, analyze, and document detailed business and functional requirements.
• Develop process flows, use cases, and user stories with well-defined acceptance criteria.
• Translate business requirements into clear technical specifications for development teams.
• Analyze current (as-is) and future-state (to-be) business processes, systems, and data flows.
• Create comprehensive test plans, test scenarios, and test cases aligned with business requirements.
• Perform functional, integration, and regression testing; log, track, and manage defects.
• Support and coordinate User Acceptance Testing (UAT) with business stakeholders.
• Validate that delivered solutions meet business requirements and quality expectations.
• Act as Scrum Master by facilitating Agile ceremonies including sprint planning, stand-ups, reviews, and retrospectives.
• Manage and track Agile work items (epics, features, user stories) using Azure DevOps or similar tools.
• Collaborate with developers, project managers, and stakeholders to resolve issues and clarify requirements.
• Assist in system demonstrations, end-user training, and production validation activities.
• Maintain and update project documentation throughout the Software Development Life Cycle (SDLC).

Required Skills & Qualifications

• Minimum 3 years of experience as a Business Analyst and/or Quality Assurance Analyst.
• Hands-on experience with Azure DevOps (or similar tools like JIRA) for backlog and sprint management.
• Strong understanding of SDLC and roles across Business Analysis, QA, and Development.
• Experience with as-is/to-be process analysis and documentation.
• Familiarity with Agile methodologies (Scrum, hybrid Agile/Waterfall environments).
• Experience in creating product roadmaps and managing project deliverables.
• Proficiency in BA/QA tools such as Figma, Visio, or similar process modeling tools.
• Strong analytical, problem-solving, and communication skills.

Preferred Qualifications

• Experience serving as a Scrum Master in Agile teams.
• Experience working on government or public sector projects.
• Ability to manage multiple priorities and work collaboratively in cross-functional teams.
