Job Title: Temporary Database Administrator – MDCS Support Client: Maryland State Department of EducationLocation: Baltimore, MD 21201Duration: 6 monthsNote: Hybrid Location (2days onsite and 3 days remote)Background and PurposeThe Office of School and Community Nutrition Programs (OSCNP) at the Maryland State Department of Education (MSDE) is seeking a Temporary Database Administrator to support the Maryland Direct Certification System (MDCS). MDCS is currently in an Operations & Maintenance (O&M) status and is generally stable; however, the Department requires an experienced database professional who can ensure system continuity and respond rapidly in the event of system degradation, database failure, or critical performance issues.This is a hybrid position, and the individual is expected to work up to 30 hours per week.Mandatory Requirements:The Bidder shall meet the following minimum requirements:A bachelor’s degree from an accredited college or university in Information Technology, Computer Science, Database Administration, Management Information Systems, or a related field.5 years of hands-on experience administering production relational databases (e.g., MySQL, SQL Server, PostgreSQL, or Oracle).Experience performing backup restoration, disaster recovery, query optimization, and performance tuning in a production environment.Experience monitoring database health and diagnosing system failures or bottlenecks. Ability to write, review, and optimize SQL queries, stored procedures, views, and functions. Experience supporting applications in an O&M environment.It is preferred that the person has experience with government systems or MDCS-like eligibility platformsScope of Work / Responsibilities and Tasks:Job Duty 1: Database Monitoring & MaintenanceMonitor MDCS database performance, health, and stability.Perform routine maintenance, index management, and optimization. Ensure backup processes areJob Duty 2: Troubleshooting and Incident ResponseDiagnose issues affecting MDCS application performance or availability. Respond rapidly in the event of system degradation or outage.Restore services and database functionality, including rollback or backup restoration when necessary.Job Duty 3: Disaster RecoveryMaintain and test recovery procedures. Ensure high availability and data integrity.Recommend improvements to MDCS reliability and performance.Job Duty 4: DocumentationDocument database configurations, maintenance routines, recovery steps, and any changes being made.Create technical documentation of recommended solutions.Job Duty 5: Support and CoordinationWork with OSCNP and OIT personnel to communicate issues, recovery steps, and impacts.
