The position description:

Tri-City Mental Health Authority is looking for to fill one vacancy for the Behavioral Health Specialist (BHS) I/II/III for the Adult Full Service Partnership (FSP) Department. The BHS will provide a variety of rehabilitative, recovery-oriented, and support services to individuals with mental health, substance abuse and/or
co-occurring conditions. Services emphasize skill development, functional improvement,
community integration, and linkage to essential resources.

Behavioral Health Specialist I
Entry-level; performs structured assignments under close to moderate supervision. Focus is on
learning, skill development, and implementing established treatment plans.

• Deliver rehabilitative services focused on behavior modification, coping skills, daily living skills, and social functioning in individual and group settings.
• Facilitate structured rehabilitation and psychoeducation groups using established curricula and treatment goals.
• Assist in the implementation of treatment plans developed by licensed clinical staff.
• Perform related duties as assigned.

Behavioral Health Specialist II
Journey-level; performs the full range of duties independently. Handles more complex cases,
contributes to treatment planning, and may provide informal guidance to less experienced staff.

• Independently delivers rehabilitative and skill-building services tailored to client treatment goals.
• Participate actively in the development, review, and modification of treatment plans in collaboration with clinical staff and clients.
• Facilitate more complex rehabilitation and psychoeducation groups, adapting materials to meet diverse client needs.
• Perform related duties as assigned.

Behavioral Health Specialist III
Advanced/senior-level; handles the most complex cases with a high degree of autonomy. Provides
mentorship and functional guidance, supports quality improvement efforts, and serves as a
resource to the team.

• Deliver advanced rehabilitative and recovery services to individuals with complex clinical, social, and functional needs.
• Take a lead role in treatment planning, service coordination, and outcome evaluation in collaboration with licensed clinicians.
• Design, adapt, and facilitate specialized rehabilitation and psychoeducation groups aligned with evidence-informed and recovery-oriented practices.

Education and Experience

Behavioral Health Specialist I: Associate degree in psychology, social work, or related
field and six (6) years of experience in behavioral health services.

Behavioral Health Specialist II: Bachelor’s degree in behavioral science or related field
and four (4) years of behavioral health experience.

Behavioral Health Specialist III: Master’s or Doctorate degree in behavioral health,
psychology, social work, or related field and two (2) years of experience in behavioral
health services.

Licenses and Certifications

• For positions assigned to field-based services:
  Ability to travel independently within the Tri-City and surrounding service areas to provide
  community-based services. Possession of a valid California Driver’s License, a satisfactory
  driving record, and proof of a properly registered and insured vehicle, may be required if
  operating a personal or Authority vehicle.
• For office-based assignments:
  No driver’s license requirement unless reassigned to a field-based role.

Candidates must be proficient in Microsoft Word and have experience with Electronic Health Records (i.e. Welligent, Cerner, etc.).

Bilingual in Spanish is preferred.

Any combination of education and experience that would provide the required knowledge, abilities and skills may be considered as qualifying. *Candidates may be hired above the minimum salary range depending on qualifications (DOQ).

FULL-TIME EMPLOYEE BENEFITS:

Merit Salary Increases: Annually based on performance, budget availability and supervisor approval.

CalPERS Pension: 2% @ 55 for Classic Members and 2% @ 62 for PEPRA Members; employee contributes 7% for Classic and 7.75% for PEPRA. No Social Security.

Vacation: 80 hours per year, increasing with years of service with a maximum of 240 hours; cash out option available.

Sick Leave: Full-Time employees = 88 hours per year with no cap.

Holidays: 11 paid holidays per calendar year plus an additional 16 hours of Floating Holidays.

NEW! Longevity Pay: $2500 at 5 years of service; $5000 at 10-35 milestone years of service.

REVISED! Flexible Work Schedule: 9/80, 4/10 and/or intermittent teleworking, where applicable and approved by supervisor. **

Health Insurance: Medical (Kaiser HMO), dental (MetLife PPO) and vision coverage (EyeMed) of which 80% is paid by Tri-City Mental Health Authority (TCMHA).

Life Insurance: Paid at one times annual salary, paid by Tri-City MHA with additional optional coverage available.

Deferred Compensation (457b): Available to interested employees; no employer match.
