About the Role:

TTI is seeking a Quality Assurance & Safety Program Specialist III to support the U.S. Capitol Police (USCP) Occupational Health & Safety program. This position directly reports to the Quality Assurance and EHS Supervisor

This advanced-level position leads to safety audits, quality assurance inspections, and compliance reviews throughout facilities occupied by USCP personnel. The Specialist evaluates compliance with OSHA, EPA, and other applicable federal occupational health and safety requirements; assesses the effectiveness of established safety programs and procedures; identifies deficiencies and emerging risks; and develops corrective and preventive measures that strengthen the department’s overall safety and quality posture.

The Quality Assurance & Safety Program Specialist III also supports quality management activities, contributes to the development and continuous improvement of safety programs, and provides technical guidance and mentorship to junior safety personnel.

Key Responsibilities

• Lead comprehensive occupational safety, quality assurance, and compliance audits of facilities occupied or utilized by USCP personnel.
• Conduct detailed facility inspections to identify safety hazards, regulatory deficiencies, quality concerns, and opportunities for program improvement.
• Evaluate compliance with applicable OSHA, EPA, USCP, and other federal occupational health and safety requirements.
• Assess the effectiveness of existing safety programs, procedures, controls, and quality management processes.
• Identify, document, and analyze complex compliance deficiencies and recurring safety or quality issues.
• Develop corrective and preventive action recommendations addressing identified hazards, deficiencies, and programmatic weaknesses.
• Track and perform follow-up reviews to verify the effective implementation and closure of corrective actions.
• Prepare comprehensive reports documenting audit findings, regulatory requirements, risk considerations, recommended corrective actions, and opportunities for continuous improvement.
• Conduct research and interpret applicable occupational safety, environmental, accessibility, and quality requirements for various facilities and operations.
• Develop, update, and support implementation of facility safety procedures, guidelines, inspection protocols, and quality assurance measures.
• Support implementation and maintenance of quality management systems and associated internal quality assurance processes.
• Coordinate complex or high-level facility evaluations with Facilities Managers, the Office of the Architect of the Capitol, USCP leadership, and other stakeholders.
• Develop and deliver occupational safety, compliance, and quality assurance training as required.
• Apply ergonomic principles to workplace evaluations and recommend controls that reduce occupational risk and improve employee safety.
• Evaluate accessibility considerations and support compliance with applicable ADA requirements.
• Provide technical guidance and mentorship to junior safety specialists and inspection personnel.
• Support continuous improvement initiatives that strengthen the effectiveness, consistency, and documentation of the USCP Occupational Health & Safety program.
• Perform additional occupational health, safety, quality assurance, and compliance duties as assigned.

Education and Experience

Candidates must meet one of the following combinations of education and professional experience:

• Bachelor’s degree in occupational safety and health, environmental health, industrial hygiene, environmental science, engineering, or another relevant field and 3–5 years of EHS, occupational safety, quality assurance, or related professional experience; or
• High school diploma or associate degree and 6–8 years of progressively responsible EHS, occupational safety, quality assurance, or related professional experience.

Required Knowledge and Competencies

• Advanced knowledge of OSHA standards and occupational health and safety principles.
• Working knowledge of EPA and other federal environmental and workplace safety requirements applicable to facility operations.
• Knowledge of quality assurance principles and quality management systems.
• Experience conducting safety inspections, compliance evaluations, audits, or similar assessments.
• Ability to identify hazards and compliance deficiencies and develop practical corrective and preventive actions.
• Strong analytical, research, and problem-solving skills.
• Ability to interpret technical standards, regulations, policies, and procedures.
• Strong written communication skills, including preparation of detailed inspection and audit reports.
• Strong verbal communication and interpersonal skills.
• Ability to coordinate effectively with government officials, facility personnel, technical specialists, contractors, and other stakeholders.
• Ability to work independently and exercise sound professional judgment.
• Demonstrated leadership capabilities and ability to mentor junior personnel.
• Proficiency with inspection software, quality assurance tools, databases, and standard business applications.

Preferred Training and Certifications:

The following professional certifications and specialized training are preferred but not required at the time of hire. Candidates with relevant occupational health, safety, environmental, quality assurance, or compliance experience are encouraged to apply even if they do not currently hold all listed credentials.

Preferred certifications and training include:

• ISO 9001:2015 Internal Auditor Certification
• ADA Compliance Certificate or comparable accessibility compliance training
• CEAS III – Certified Ergonomics Assessment Specialist
• Asbestos Inspector and/or Management Planner Certification
• Lead-Based Paint Inspector and/or Risk Assessor Certification
• Air Monitoring or related Industrial Hygiene training/certification
• OSHA 30 General Industry
• Other relevant OSHA, EPA, occupational health and safety, environmental compliance, or quality assurance certifications

Candidates who possess a combination of applicable certifications, technical training, and demonstrated professional experience will be considered based on their overall qualifications for the position.

Additional position-specific or contract-required training may be provided or supported by TTI following hire.

Level III Role Expectations

The Quality Assurance & Safety Program Specialist III is expected to operate with a high degree of independence and technical judgment. Employees at this level serve as advanced safety specialists with an increased focus on quality assurance, program effectiveness, corrective action management, and continuous improvement.

Level III personnel are also expected to serve as technical resources and mentors for junior specialists while supporting consistent implementation of Occupational Health & Safety procedures across the program.

Progression beyond Level III is contingent upon demonstrated competency, completion of applicable training and certification requirements, and a successful performance review and approval by TTI Headquarters.
