POSITION DESCRIPTION

Position: Mobile Engagement Outreach Worker I

Supervisor: Outreach Program Manager

Location: Macadam Office (5520 S Macadam Ave Portland. OR 97239)

Hours: Monday – Friday, 7am-3pm; some weekend and evening work required

Wage: $29.00 hourly - Eligible for Language Differential

Classification: Non-Exempt, Union Represented, Full-Time, Benefits Eligible

GENERAL RESPONSIBILITIES

This position provides street outreach services to individuals experiencing homelessness within the City of Portland. The role works in close coordination with Multnomah County Homeless Services Department (MCHSD) and community partners to support access to shelter, housing, and supportive services.

SPECIFIC RESPONSIBILITIES

  • Provide consistent, person-centered outreach and engagement to individuals living in unsheltered settings throughout the City of Portland.
  • Offer education, information, and resources to encourage use of available hygiene, shelter, detox, and basic needs services.
  • Coordinate with community-based partners to facilitate connections to medical, mental health, substance use disorder, and culturally specific or youth-focused services, as appropriate.
  • Escort and advocate for participants referred to medical, mental health, and substance use disorder programs when additional support is needed to successfully access services.
  • Provide follow-up engagement and support on-site at the Resource Center for participants seeking services.
  • Perform other duties as assigned.

PERFORMANCE REQUIREMENTS

Each Transition Projects employee must:

  • Acquire First Aid/CPR/AED certification within 30 days of hire and be retested biannually thereafter throughout employment.
  • Complete Bloodborne Pathogens and Narcan Training within 30 days of hire and be retested annually thereafter throughout employment.
  • Demonstrate reliability by being present for work as scheduled, arriving and leaving on time and taking breaks in expected time frames.
  • Interact effectively with persons of diverse ethnic backgrounds, religious views, cultural backgrounds, and sexual orientations and treat each individual with respect and dignity.
  • Attend agency and program staff meetings.

PHYSICAL/MENTAL REQUIREMENTS

The physical and mental demands described here are representative of those that must be met by an employee, with or without accommodation, to successfully perform the essential functions of this job.

  • Hearing and vision adequate for interaction with program participants, interaction with staff and interaction with the general public.
  • Hearing adequate for telephone work. Vision adequate for close work.
  • Hand and finger dexterity adequate to operate standard office equipment.
  • Ability to walk, bend, stand, sit, reach, stoop, pull, climb stairs, and squat.
  • Position includes significant time sitting at a desk completing paperwork and working on a computer.
  • Ability to perform CPR for fifteen minutes continuously.

MINIMUM QUALIFICATIONS

The right individual for this position has a passion for helping others and a desire to work in an organization that serves people who are experiencing poverty and homelessness.

  • Peer Support Specialist or equivalent certification required.
  • Knowledge of issues related to homelessness, substance use disorders, domestic violence, and sexual assault.
  • Veterans are strongly encouraged to apply and will receive priority consideration; bilingual English/Spanish preferred.
  • Ability to engage individuals experiencing homelessness using trauma-informed practices.
  • Ability to maintain accurate and organized documentation.
  • Proficiency with basic office technology, including word processing, databases, email, spreadsheets, internet use, and office equipment.
