Site Contract Manager – 4.5 GW Power Project
Location: Homer City, PA (on-site)
Job type: Full-time, contract (project-based site assignment)
Schedule: 40hrs initially and quickly ramping up to 60-70 per week. Overtime paid after 40 hours per week.
Site benefits: Company-provided lodging; M&IE per diem of $68/day
About the Role
Our client is seeking an experienced Site Contract Manager for a major power project in Homer City, PA. This is a full-time, on-site position responsible for coordinating and administering all commercial and contractual matters at site with customers, consortium partners, and subcontractors.
The Site Contract Manager protects the client's rights under the Contract and Consortium Agreements, drives claims and change-order processes, and keeps project leadership informed of any issues that carry commercial or schedule risk. You will work closely with the Site Manager, Project Manager, Site Installation Manager, and Project Contract Manager throughout project execution.
Key Responsibilities
- Coordinate and administer all commercial issues at site with customers, consortium partner(s), and subcontractors.
- Establish and maintain event logs, risk registers, and claims registers using an automated system.
- Prepare notices, claims, counterclaims, and change orders in collaboration with the project team, and support their negotiation.
- Gather and track documentation to protect the client's contractual rights and support risk and claim mitigation.
- Track all delays, costs, damages, and scope issues at site; create and process delay and claim notifications in a timely manner.
- Monitor contractual milestones, review the project schedule, and identify variances to project leadership.
- Verify payment applications and issue Payment Certificates and/or Milestone Achievement Certificates as required.
- Facilitate the Extra Works process for design modifications, repairs, and replacements, and support preparation of related order documents.
- Support the internal nonconformance process and recovery of back-charges to subcontractors and suppliers.
- Provide contractual interpretation, analysis, and clarification to site disciplines in consultation with the Project Contract Manager.
- Maintain contract-management documentation and electronic files, including contemporaneous back-up for delays, claims, back-charges, and rejections.
- Generate, review, and issue signed Minutes of Meetings; attend daily, weekly, and monthly site, commissioning, and progress review meetings.
- Support the management of insurance claims for site issues, including notifications, supporting documentation, and event logs.
- Prepare and issue a weekly site Contract Management update report covering delays, open claims and cost tracking, insurance events, and vendor recovery efforts.
- Escalate any issue with commercial or schedule impact to the Project Contract Manager, and support mitigation planning.
Required Qualifications
- University degree in Engineering, Quantity Surveying, Law, or Business Administration, or comparable work experience.
- Minimum 10 years' relevant work experience, preferably within the power industry.
- 3 years' first-hand experience in Contract Management roles on large, complex infrastructure projects; EPC and Turnkey Power/Substation project experience is an advantage.
- Working knowledge of contract management, claims preparation, and dispute resolution.
- Good technical knowledge of gas power plant business and products.
- Working-level understanding of business, commercial, and contract law.
- Demonstrated experience with extension of time, variation orders, and claims preparation and strategy.
- Experience in high-intensity contract and claims negotiations.
- Understanding of project risk management, planning, and controlling.
- Excellent written and verbal communication skills in English.
