DESCRIPTION:
Responsible for safety and quality control activities, with emphasis on safe delivery of services, workforce safety, and risk management programs. Responsible for developing, implementing and maintaining contract quality and safety programs at all Trailboss sites on the contract. Work with employees to define and implement continual process improvement initiatives. Develop and implement programs, practices, and procedures to reduce the frequency and severity of accidental loss in the areas of worker’s compensation, general and auto liability, and property; ensure compliance with federal, state, and local regulations, designed to protect the human, financial, and physical assets; create a safety culture through safety training, risk assessments, and behavior modification programs.
MAJOR DUTIES AND RESPONSIBILITIES:
Essential Duties and Responsibilities.
Health and Safety:
- Promote good health and safety within the work environment.
- Inspect the workplace to ensure compliance with state and federal laws. Identify potentially hazardous conditions affecting workers and property at all sites. Risk assessment and mitigation will be utilized to identify potentially hazardous conditions affecting workers and property at all sites.
- Analyze the workplace and develop initiatives for controlling, eliminating and preventing injury and diseases.
- Investigate and document accidents and incidents. Ensure effective investigation of workplace accidents, injuries, and near misses; determine root cause(s), recommend and coordinate the implementation of corrective actions.
- Provide support to training program. Assist in conducting training sessions, train employees on environmental, health and safety, and Federal Motor Carrier Safety Administration (FMCSA) and Department of Transportation (DOT) topics.
- Assist in the performance of fleet vehicles.
- Conduct random and periodic check rides with drivers to evaluate defensive driving skills.
- Conduct random and periodic highway observations of drivers.
- Conduct periodic and random observations of drivers performing detainee movement and transfer activities.
- Conduct audits of employee training files and vehicle maintenance files and conduct facility safety audits ensuring compliance with Occupational Safety and Health Administration (OSHA), FMCSA and DOT regulations.
- Ensure proper completion of activities as mandated by the specific Contract Detention Standards, local, state, and federal occupational health and safety laws, regulations.
- Ensure records required by local, state, and federal laws and regulations are maintained.
- Compile, track and trend injury and illness data, report findings and assist in the development of business specific safety strategies.
Quality Management:
- Implement and maintain a Quality Control Plan (QCP) inspection system to ensure work performed corresponds to contract requirements.
- Document work processes, procedures, and output measures.
- Provide a systematic procedure for assessing compliance with performance objectives and standards.
- Provide accurate documentation of quality inspections conducted throughout the execution of work.
- Audit internal processes, identify opportunities for improvement and implement corrective actions.
- Establish and produce a report delineating compliance inspection audits and results with metrics to be sent to Corporate leadership on a monthly basis or as incidents occur.
Ensuring compliance with state and federal regulations regarding transportation and workplace safety.
- Monitoring driver qualification files and the hiring and selection process
- Reviewing hours of service records for accuracy
- Assuring DOT drug/alcohol program is compliant with regulations
- Work with maintenance to assure both preventative and on-demand maintenance activities are compliant with established procedures
- Oversee and implement elements of our Safety investigation process including coordination of reporting, investigation, documentation and management of incidents
- Review accident file contents for accuracy and documents needed
- Gatekeeper for accident preventable decisions
- Provide a comprehensive & accurate monthly report containing appropriate metrics
- Provide monthly scorecards/reports including tactics and activities implemented or recommended to mitigate risk
- Developing materials and conducting training for drivers in the implementation of the
Transportation Safety Management System
- Assure in vehicle driver training is completed with every active driver
- Assure vehicle inspection hands on training is completed with every active driver
- Assure all active drivers are trained in proper mirror placement principles
- Assure all active drivers are trained in close quarter maneuvering principles
Conducting audits and inspections of fleet
- Conduct DOT compliance audits at regulated sites
- Institute a site self inspection protocol for all sites
- Conduct maintenance audits to determine compliance with FMCSR regulations
Monitoring CSA Basic Scores to address trends and drive performance
- Provide field teams with CSA basic scores & reports
- Oversee and monitor FMCSA/DOT inspection process reports
Other Collateral Duties: Perform other duties as directed by Program Management Office (PMO).
MINIMUM QUALIFICATIONS:
Education and/or Experience:
- Must be a United States Citizen or authorized to work in the U.S.
- Must possess a High School diploma or General Equivalency Diploma; related college degreed a plus.
- Must be 21 years of age or older.
- Clean criminal history record; no felonies or Class A misdemeanors.
Specialized Experience:
- Quality Control Manager must have minimum of 3-5 years satisfactory experience in preparing and administering safety programs. 1–2 years specialized experience in Transportation and or Detention operations and/or similar job experience as a Site Safety, & Health Manager a plus.
- OSHA 30-hour general industry training completion a plus.
Language Skills. Must be able to:
- Write clearly and concisely using acceptable grammar, punctuation and spelling; write organized, complete, and accurate reports.
- Communicate in English using complex sentences with normal word order using present and past tenses.
- Express and exchange ideas via spoken word during activities where they must convey details or important spoken instructions to others accurately, sometimes quickly and loudly.
- Understand and apply written and verbal orders, rules and regulations.
Credentials Required:
- Must have a valid Driver’s license and maintain a safe driving record.
- Possession of a current CDL and current medical certification card is a plus.
- Must pass a background investigation and obtain a security clearance.
Other Skills, Knowledge, and Abilities:
- Computer skills including proficiency in various Microsoft Office Suite programs such as Word, Excel,Outlook and PowerPoint .
- Organizational skills commensurate with position. (i.e., set inspection schedules, disposition of records and documents)
Physical Demands:
- Regularly required to sit, walk and stand; talk or hear; use hands repetitively to finger, handle, feel or operate standard office equipment; reach with hands and arms; and lift up to 75 pounds.
- Move wrists, hands and/or fingers frequently and regularly.
- Adapt to temperature changes (including extreme heat)
