Position Summary
The EEO Specialist is responsible for administering and monitoring the Company’s Equal Employment Opportunity (EEO), affirmative action, and workforce compliance programs within a construction environment. This role ensures compliance with all applicable federal, state, and local regulations governing EEO, minority participation, job board postings, and on‑the‑job training (OJT) requirements on construction projects. The EEO Specialist works closely with HR, operations, project management, and field leadership to support fair employment practices, workforce utilization goals, and contractual compliance on active jobsites.
Essential Duties & Responsibilities
EEO & Compliance Administration
- Administer and maintain the Company’s EEO and affirmative action programs in compliance with federal, state, and local regulations.
- Prepare, submit, and maintain required EEO reports, including EEO‑1, affirmative action plans, minority participation reports, and agency‑specific compliance filings.
- Maintain accurate EEO data records and employee demographic information in accordance with audit and reporting requirements.
- Submit weekly Certified payroll reports and coordinate with payroll to address questions
On‑the‑Job Training (OJT) & Apprenticeship Oversight
- Monitor and track On‑the‑Job Training (OJT) participation on applicable construction projects in accordance with contract requirements.
- Coordinate with field leadership and project managers to ensure OJT trainees receive appropriate work exposure, documentation, and completion tracking.
- Maintain accurate OJT records, trainee progress logs, and supporting documentation for audit and reporting purposes.
- Assist in ensuring compliance with apprenticeship and trainee requirements as required by contract or funding source.
Postings & Field Coordination
- Assist with maintaining required EEO posters and notices at office and jobsite locations.
- Support scheduling and documentation of compliance‑related training.
- Serve as an HR point of contact for field personnel regarding documentation and compliance needs.
Qualifications
Education & Experience
- Associate or Bachelor’s degree in Human Resources, Business Administration, Construction Management, or a related field preferred.
- 1–3 years of experience in HR, EEO compliance, labor compliance, or construction administration preferred.
- Prior exposure to public works, government contracts, or construction compliance is a plus.
Skills & Competencies
- Strong organizational and documentation skills with high attention to detail.
- Ability to handle confidential and sensitive information professionally.
- Working knowledge (or ability to learn) EEO and labor compliance requirements.
- Strong communication and follow‑up skills.
- Proficiency with Microsoft Office and HRIS systems.
Salary : $24
