Our growing Property Management Company is seeking an experienced Area Manager for affordable properties located in the Central Florida area. This candidate should have strong working knowledge of multiple affordable housing programs, to include LIHTC, PBRA, Income Averaging, HUD, HOME.
Role Description
The Area Property Manager is Accountable for all day to day operations, overseeing and enhancing the value of multiple properties under the direction of the Regional Property Manager.
Qualifications
All duties should be performed with the concentration and precision required. The essential knowledge, skills and abilities needed are outlined below.
Essential Responsibilities
- Ensure that onsite managers are diligent with increasing/maintaining budgeted occupancy while reducing delinquencies and maximizing collections.
- Enforce lease and other government rules and regulations, including Fair Housing laws, building safety, health codes, and local ordinances.
- Provide reporting for property operations including: developing property level budgets, tracking work orders, managing income, reviewing and approving reconciliations and understanding and reporting income / expense variances on a monthly basis.
- Apply an understanding of best practices to hire, train and supervise maintenance technicians, property management personnel and any other reporting employees.
- Understand and coordinate property and property systems inspections.
- Develop specifications for contracts and capital items, assist with soliciting and analyzing bids from vendors.
- Ensure that properties are in compliance with all governmental regulations, as well as Tax Credit, HOME, RD, Bond, HUD and any local Housing Authority’s or agency’s reporting requirements.
- Apply an understanding of the tenant improvement process and resident retention.
- Conduct all business in accordance with company policies and procedures, Fair Housing, Americans with Disabilities Act, Fair Credit Reporting Act, and all other laws pertaining to apartment communities.
- Communicate regularly with Regional Manager and Executive Vice President on vital and capital needs assessments.
- Assist site staff in preparation of monthly financial accounting reports and explanation of budget variances, as well as with preparing management plans, marketing plans, vendor contracts, and budgets.
- Conduct regular inspections of the properties to ensure standards and procedures are upheld. Inspections include checking the common areas, vacant units, rent-ready units, and reviewing files for proper documentation.
- Assist site staff in the development, implementation and management of a successful marketing plan for each community.
- Ensure acceptable curb appeal.
- Ability to travel to assist with other properties as needed.
- Any other tasks or duties as assigned by your Direct Supervisor and/or VP of Operations
Educational Requirements
- 2-4 year degree in related field preferred
- HCCP, COS Designation preferred or must obtain within first year of employment
- Must have the ability to communicate effectively in English for safety and productivity reasons.
- Accurately perform intermediate mathematical functions and use Yardi resident management software functions related to position.
Experience Requirements
- 5 years of experience with government housing primarily the Section 42 Tax Credit Program, Rural Development, HUD, HOME, or other programs as Compliance Specialist, or Affordable Property Manager required.
- High proficiency with personal computers and MS Office including Word and Excel.
- Maintain a positive work atmosphere by acting and communicating in a manner suitable for interaction with customers, clients, co-workers and management
- Ability to work in a fast paced environment and maintain effective working relationships with tenants, co-workers and management team.
Physical Demands
May sometimes be exposed to activity that requires standing, bending, squatting pushing/pulling, and lifting/moving/carrying (items weighing on average up to 35 pounds), in addition to walking the property and climbing stairs.
Mental Demands
Must have the ability to communicate effectively in English for safety and productivity reasons. Must consistently use independent judgment (following prescribed procedures) to determine actions to be taken, priorities, emergencies, etc. Must be able to deal with moderate to high levels of stress due to meeting deadlines and reprioritizing activities. Will interact regularly with residents, vendors, contractors, managers, employees and co-workers and therefore, must have outstanding interpersonal skills.
Environmental Conditions
Will be exposed to an outdoor environment which could consist of heat, cold, dampness, rain, etc.
Licenses / Equipment
Valid driver’s license with current automobile insurance is required; position requires personal vehicle to fulfill some of the job’s functions.
Attendance / Travel
- Ability to work any of the seven days of the week, 52 weeks of the year. Our property staffing limitation makes it critical for you to work your scheduled hours consistently as well as overtime if necessary when requested.
- Ability to serve on-call, as scheduled or as necessary.
