Summary
Under direction of the Township Engineer, supervises the field and office engineering work involved in the design, maintenance, and construction of structures and/or systems. Performs other related duties as required. Work is performed under general direction from the Township Engineer, who reviews performance for conformance to departmental policies and procedures.
1. Supervisory Responsibilities
Exercises supervision over Engineering staff
2. Physical Demands and Working Conditions
- Regularly uses hands to handle, feel, or operate objects, tools, or controls and to reach with hands and arms.
- Frequently required to stand, walk, talk, hear, sit, climb, balance, kneel, crouch, crawl, and use the sense of smell.
- Operates a personal computer to create reports, correspondence, analyze data, and prepare presentations.
- May lift, move, and carry up to 25 pounds and occasionally up to 45 pounds.

- Plans, organizes, and supervises field and office work programs.
- Assigns and instructs employees in technical and administrative tasks.
- Investigates the condition of municipal structures, facilities, and equipment.
- Prepares and reviews technical reports, specifications, and project documentation.
- Accurately estimates materials, time, and costs for maintenance and construction projects.
- Drafts correspondence and reports related to engineering programs and activities.
- Supervises field and office engineering work involved in the design, maintenance, and construction of highways, roads, streets, bridges, and related infrastructure.
4. Knowledge, Skills and Abilities
- Thorough knowledge of the principles, practices, and techniques of civil engineering.
- Knowledge of engineering problems related to the design, maintenance, and construction of public works infrastructure.
- Ability to organize large-scale technical projects and develop effective work methods.
- Ability to supervise, instruct, and evaluate subordinate staff.
- Ability to prepare accurate, detailed, and informative reports.
- Proficiency in using electronic and/or manual information systems utilized by the department.
5. Education, Experience and Special Requirements
Licensing &/or Certifications:
- Graduation from an accredited college or university with a Bachelor’s Degree in Civil, Mechanical, or Electrical Engineering.
- Possession of a Professional Engineer’s (P.E.) License issued by the New Jersey State Board of Professional Engineers and Land Surveyors may be substituted for the college degree.
- Three (3) years of related professional engineering experience, including at least one (1) year in a supervisory capacity.
Special Requirements:
Must successfully pass a full criminal history investigation to verify eligibility for access to confidential state and national police information systems.
May require off-hours availability as operational needs warrant.
Effective 9/1/11, all employees of state and local government must reside in the State of NJ, unless exempted under law. If you already work for State or local government as of 9/1/11, and you do not live in NJ, you are not required to move to NJ if there is no more than a seven day break in employment. However, if you begin your office, position or employment on 9/1/11 or later, you must reside in NJ. If you do not reside in NJ, you have one year after the date you take your office, position or employment to relocate your residence to NJ. If you do not do so, you are subject to removal from your office, position or employment.
