What are the responsibilities and job description for the Complete Streets Director position at Township of Montclair, NJ?
Summary: The Township of Montclair seeks an experienced and innovative professional to serve as Complete Streets Director on a part-time or full-time basis. The Director will lead the planning, design, and construction of transportation and mobility projects that advance the Township’s commitment to safe, efficient, and accessible travel for all users whether by bus, automobile, bicycle, or as pedestrians.
Works under the general direction of the Township Manager who will assign duties and review performance.
Duties:
Serve as the department's official lead for all Complete Streets projects, including safety, and design. Including but not limited to vigorous outreach to all stakeholders to collect information not captured via other channels (e.g. data in “near misses”) and explain the decision-making process.
· Oversee the efforts of the department's Complete Street's Oversight Board as well as preparing materials, minutes and managing compliance requirements in accordance with the complete streets’ ordinance.
· Serve as the department's representative for ensuring community engagement for all road infrastructure and Complete Streets projects.
· Aid Department of Community Services (DCS) and township engineer in street design advocating for adherence to CS checklist and VZ principles.
· Collaborate, validate and arrange for publishing of all CS-related Township data, including crash ad “near miss” reports.
· Facilitate strategic planning processes with groups internal to the Township as well as external stakeholder groups.
· Liaise with communities outside of Montclair to encourage calming in bordering/incoming throughfares and streets.
· Development of project management frameworks to ensure the accountability of all entities involved and actual project completion.
· Explore federal, state and private grants for Complete Streets.
· Manage ongoing communication initiatives for both broad and specific initiatives.
· Support the activities of the Oversight Board as they seek to roll out initiatives under the principles of Complete Streets.
Requirements:
· Graduation from an accredited college or university with a bachelor’s degree; preferred degree in architecture, planning, engineering, or a related field. Master’s degree a plus.
· Minimum of ten (10) years’ experience in the field. Minimum of five (5) years of significant work experience in the design and/or implementation of Complete Streets projects in major townships/cities.
· Minimum of five (5) years’ experience in project management.
· Experience reviewing engineering drawings and plans for infrastructure or facilities improvements.
· Familiarity with NACTO design guides and best street design practices in other municipalities.
· Excellent verbal and written communication skills.
· Successful candidate will be a self-motivated go getter, and capable of taking projects from infancy to implementation.
Annual Salary: $87,879.00 - $140,355- Salary commensurate with proven experience. The Township also provides a comprehensive compensation/ benefits package which includes health benefits, generous PTO, and retirement plan/pension.
