Position Title: Highway Superintendent
Department: Public Works Department
FLSA Status: Full-Time/Year-Round/Hourly/Non-Exempt
Hours of Work: 40 hours per week. This position will have opportunity for overtime at
varying times per year.
Reports to: Public Works Director
Supervises: Oversees Highway Foreman, Highway Crew and daily operations of the
Highway Department
JOB GOAL: This is a working supervisory position in Road Maintenance Operations of the Public
Works Highway Department. This position schedules, supervises, manages and occasionally operates
equipment and assists the operations staff. This position is further responsible for checking work
performed by employees to ensure that it meets the quality standards of the Public Works
Department. The successful candidate must be able to perform and assign tasks in a positive
manner that demonstrates and models both team building and leadership skills.
ESSENTIAL FUNCTIONS:
- Plans, schedules, and helps to develop and implement policies and practices to ensure quality
infrastructure.
- Ensures all required training of Public Works Department Highway Division employees are met and
- Develops, reviews and assigns daily work to Highway Foreman for execution.
- This position will be responsible for directing all winter operations.
- Works with the Highway Operations Foreman to ensure that any required Commercial Driver’s

ESSENTIAL FUNCTIONS (Continued):
- Inspects and/or repairs streets, drainage systems, structures, and ditches at frequent intervals to
- Maintains a variety of records relating to inspections, maintenance activities, repairs, inventory,
- Oversees the Dig Safe program, capturing infrastructure updates in GIS, and facility inspections.
- Responsible for the implementation and compliance with all Public Works Department written
updates or changes as needed.
- Responsible for knowing and enforcing all safety regulations, policies and practices associated
regulations.
- Responsible for submitting bi-weekly Department payroll. Provides Department records to Public
- Responds to citizen complaints and service requests regarding potholes, drainage, right-of-way
findings to the Public Works Director and assists with determining solutions and appropriate
response(s). Works closely with the Public Works Department Administrative Assistant regarding
work orders and recordkeeping.
- Provides effective and timely communication to the public regarding service requests, maintenance

- This position will be part of an on-call rotation and must be available to be called in to work duty as
- Ensures the proper maintenance of equipment and tools. Responsibility that Department tools are
to the Superintendent of Vehicle Maintenance and the Public Works Director.

- Oversees and performs routine inspections/reporting on Department equipment. Oversees the use

PERIPHERAL DUTIES:
- Serves on Town or other committees as assigned.

REQUIREMENTS, EDUCATION AND EXPERIENCE:
DESIRED MINIMUM QUALIFICATIONS
Education and Experience:
(A) High School Diploma or GED equivalent. Additional education in civil engineering, road
maintenance, paving, construction practices, project inspections, work zone and workplace
safety are strongly preferred.
(B) Five (5) years of supervisory and maintenance experience relating to infrastructure,
seasonal road maintenance, and road construction activities.
(C) Any equivalent combination of education and experience.
Necessary Knowledge, Skills and Abilities:
(A) Considerable knowledge of construction/maintenance equipment, facilities, construction
materials, methods and procedures used in maintenance, construction and road repair
activities.
(B) Basic computer knowledge with the Microsoft Office Suite programs, electronic work order
systems and GIS-based infrastructure management systems.
(C) Strong skillset in the operation of road maintenance/construction equipment (snowplows,
loaders, dump trucks, etc.)
(D) Demonstrated focus on the ability to work safely. Ability to communicate effectively both
verbally and in writing. Ability to establish and maintain effective working relationships with
all Town of Yarmouth Department employees, as well as the public. This position will
frequently interact with Town Residents. Ability to understand and carry out written and
verbal instructions. Ability to read and follow construction plans.
(E) Considerable knowledge of storm water and erosion control best management practices.
(F) Ability to lead and build professional rapport with all Public Works Department employees and
Town Employees.
(G) Extensive knowledge of the standard municipal winter road and sidewalk maintenance
techniques, materials and protocols.

(H) Ability to work independently with minimal supervision following the six-month
probationary/training period.
(I) This position will shift in focus as needed at the discretion of the Public Works Director and the
needs of the Town.
(J) Excellent customer service skills. This position will have ongoing interaction with Town
employees, as well as residents, visitors, contractors and vendors.
SPECIAL REQUIREMENTS:
- Valid State of Maine Driver's license; Class B Commercial Driver’s License (Class A preferred) in
hire.
- Shoreland Erosion Control Certification or ability to obtain within one (1) year.
- Tank Smart Certification or ability to obtain within one (1) year.
TOOLS AND EQUIPMENT USED:
- All motorized Public Works Department vehicles and equipment, to include dump trucks, backhoes,
