What are the responsibilities and job description for the Head Lifeguard position at Town of Windsor (CO)?

Hiring Range: This base starting range for this position is $18.14 - $24.49 per hour, depending on qualifications/experience. 

Work Schedule:    Shifts vary, must be able to work a variety of shifts, including early mornings, weekends, midday, and evening shifts. Outdoor pool is typically open between Memorial Day and Labor Day

NATURE OF WORK

As a member of the Aquatics Division, individuals in the Head Lifeguard position are responsible for the on-site supervision of the aquatic facility; pool maintenance, staff scheduling and relations, public contact, addressing concerns, maintaining the security of the facility, shift reports, lifeguard training and auditing.

Head Lifeguards may work at either the indoor or outdoor pool.  The outdoor pool is typically open from Memorial Day through Labor Day.

SUPERVISION RECEIVED

Individuals work under the direct supervision and/or leadership of the Recreation Supervisor – Aquatics and Fitness to carry out assigned duties, functions, roles, and projects in both routine and complex circumstances.  

SUPERVISION EXERCISED    

The Head Lifeguard may exercise general leadership and training of a variety of staff assigned to the Aquatics Division, such as Lifeguards and Swim Lesson Instructors. ESSENTIAL JOB FUNCTIONS

The individual in the Head Lifeguard role is assigned specific assignments, job duties, scope, authority, responsibility, roles, and requirements as determined by the town, department, division, and pursuant to laws, regulations, and practices. Individuals in this position must be able to successfully perform, be responsible for, and/or assist in the fulfillment of many job functions and duties, with or without reasonable accommodation.

The following duties and responsibilities are illustrative of the primary functions of this position and are not intended to be all-inclusive:

  • Assists supervising staff. Responsible for assisting with hiring, training, assigning, reviewing, and planning the work of others. Helps the Recreation Coordinator monitor and communicate performance standards and corrects employee deficiencies.
  • Assists with scheduling all pool activities and private rentals to ensure optimum pool usage, and coordinates programming with supervisor.
  • Assists in teaching Lifeguard courses and Lifeguard Instructor Opportunities for lead staff.  
  • Maintains a Lifeguard Instructor certification to keep staff properly certified and train new staff.
  • Monitors activities and directs scanning of the swimming pool and adjacent areas to prevent injuries, accidents, or drownings; maintains order.  
  • Performs regular safety inspections of pools and equipment to reduce hazards and to provide maximum safety to the patrons.  
  • Attempts to modify dangerous guest behaviors and enforce all pool rules and regulations by quickly addressing unwanted behaviors to guests of all ages and/or guardians of underage guests.
  • Administers emergency care (Basic Life Support/CPR) and first aid treatment as necessary.
  • Effectively handles complaints and disciplinary problems involving patrons of the pool.  
  • Must consistently attend scheduled in-service training to maintain a working knowledge of current lifeguarding techniques and procedures related to the rescue of drowning swimmers. Including but not limited to rescue skills, Basic Life Support (CPR Skills), and basic First Aid.
  • Ensures the safety and well-being of staff and the public by conducting staff training in water safety, first aid, and CPR; ensures that all certifications of staff are maintained. Ensures high program standards are followed; provides regular in-service training to staff in accordance with the Emergency Action Plan.  
  • Assist in maintaining the filtration system and other aquatic operating systems within the facility. Maintains proper pool chemical balance and general water cleanliness. Performs normal day-to-day maintenance to include but not limited to backwashing, sweeping, vacuuming the pool, scrubbing, and washing the pool area, deck, and filter room.
  • Effectively demonstrates the lifeguard deck rotational system for monitoring the pools and all other pool deck operations.  
  • Operate and maintain the pool equipment; conduct daily walk-throughs of the facility to ensure appropriate appearance and cleaning of debris; document needed repairs and maintenance.  
  • Assists in facilitating emergency action procedures for the aquatic and facility areas.
  • Demonstrates safe work habits with awareness of co-workers and public safety.
  • Handles various reports and records such as chemical logs, incident reports, etc.
  • Monitors staff clock-in and clock-out procedures.
  • Maintain the cleanliness of the facility's locker rooms daily.
  • Ensures safety regulations and procedures are adhered to.
  • Manages and supervises staff while on shift to achieve goals and produce a high level of effective pool and lake operations/management.  Plans and adjusts workloads of staff and manages a safe and effective work environment.
  • Maintains knowledge of state and county health/safety codes and regulations.
  • Analyzes problems and challenges within programming and recommends changes.
  • Delivers exceptional customer service by providing a variety of general information to the public regarding programs, questions, complaints, and surveys guests as needed.
  • Assist and serves as a backup to the Recreation Coordinator of Aquatics and Programming.
  • Performs related work as required and assigned.
  • Train and monitor swim lesson programming to track progress, ensure instructors are trained and assist with instructing participants.  
OTHER DUTIES

Depending on organizational need, additional duties may include the following:

  • Participates and assists in the implementation of town-wide Special Events, (i.e., weekend rentals, Water Carnival, and Doggie Dip).
  • If working in the outdoor pool area, will be required to handle cash, complete all cash reports and deposits to the appropriate location, and monitor concession operations.
  • Performs research as directed, such as discovering new technology or tools, market research, etc.
  • Performs related duties as established by law/ordinance or reasonably directed by the town.
  • Assists other town departments/divisions, as necessary. 
EDUCATION, EXPERIENCE AND FORMAL TRAINING  
  • Must be at least 18 years of age.
  • Previous Head Lifeguard experience preferred, but not required.
  • Equivalent combination of training and experience that provides evidence that the applicant possesses the required knowledge, skills, and abilities to perform the essential functions of the job.
LICENSES OR CERTIFICATES 
  • Must have current Lifeguard, First Aid, and CPR certifications. American Red cross certification.
  • Swim Lesson Instructor or Water Safety Instructor certification preferred.
  • Lifeguard Instructor certification preferred or obtained within the first year of employment.  
KNOWLEDGE, SKILLS & ABILITIES 
  • Knowledge of lifeguarding methods and techniques to enforce aquatic safety and accident prevention.  
  • Knowledge of the Town of Windsor Aquatics Handbook
  • Knowledge of the policies, procedures, and goals of the town and the Recreation Division.
  • Knowledge of blood-borne pathogens and how to properly dispose of them.
  • Ability to deal tactfully and effectively with the public.
  • Ability to read, interpret, and apply operating policies and procedures.
  • Ability to react quickly and accurately in emergency situations.
  • Ability to maintain composure during mentally, physically, and emotionally stressful situations.
  • Ability to communicate professionally, clearly, and effectively with people inside and outside the organization using verbal and written methods.
  • Ability to perform the necessary functions of the position and to make appropriate decisions consistent with the job expectations and position description.  
  • Ability to understand and follow oral and written instructions.
  • Ability to analyze mechanical pool.
  • Ability to handle reasonably necessary stress.
  • Skills in preparing written incident reports.
  • Skilled in the operation of equipment necessary to perform the functions of the job.
  • Knowledge of occupational safety rules and practices.
  • Ability to perform routine mechanical and chemical pool maintenance.  
  • Ability to identify and correct facility safety hazards.  
  • Ability to work under minimal supervision.  
  • Ability to communicate clearly and concisely, orally and in writing.  
  • Ability to establish and maintain effective working relationships with superiors, subordinates, and patrons, and deal tactfully with the public.  
  • Ability to use good judgment and make sound decisions in stressful or emergency situations.  
  • Ability to accurately complete a variety of forms, logs, and reports.  
  • Sufficient strength to make rescues and lift 50 lbs.; able to carry a rescue tube for extended periods of time.
  • Ability to perform rescue and lifeguard skills based upon American Red Cross Lifeguard Training criteria daily.
MATERIALS and EQUIPMENT USED  
Materials and equipment used include, but may not be limited to the following:
  1. Equipment:  Position requires the use of a variety of equipment: computers, tablets or other digital equipment, digital cameras, copiers, printers, scanners, fax machines, telephones. Rescue tubes, first aid equipment, personal protective equipment, and Automatic External Defibrillators.
  2. Materials:  Position requires the use of a variety of potentially hazardous chemicals for cleaning purposes and to maintain proper water chemistry. 
WORKING ENVIRONMENT & PHYSICAL REQUIREMENTS

The physical activities of this position include, but are not limited to, the following: climbing, balancing, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing, and repetitive motions.  

The physical requirements of this position are considered Medium Work, exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.

The worker is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading; visual inspection involving small defects, small parts, and/or operation of machines (including inspection); using measurement devices; and/or assembly or fabrication of parts at distances close to the eyes.

The employee is subject to both inside and outside environmental conditions; may be subject to extreme heat: temperatures to above 100 degrees for periods of more than one hour. subject to noise. The employee may be subject to hazards: Including a variety of physical conditions, such as proximity to moving mechanical parts, moving vehicles, electrical current, working on scaffolding and high places, exposure to high heat, or exposure to chemicals.

The employee may be subject to atmospheric conditions: one or more of the following conditions that affect the respiratory system of the skin: fumes, odors, dusts, mists, gasses, or poor ventilation.
