The Town of Webster is seeking qualified candidates for the position of Assistant Chief Operator for the Sewer Department to assist in the inspection, maintenance, and operation of the wastewater treatment facility and related equipment. The Assistant Chief Operator may serve as the Chief Operator in their absence. They will assist in the operation, inspection, and maintenance of the wastewater treatment plant and related infrastructure to ensure safe and efficient operating conditions. Should have proficient mechanical ability. Must have the ability to perform and analyze laboratory tests and keep detailed records. Applicant shall have 3 to 5 years of related experience, or any equivalent combination of education, training, certification, licensure, and experience. A Grade 6 Wastewater Treatment Operator’s license is required, and a Grade 7 must be obtained within 6 months. Class B Driver’s license.

Job Description:

DEFINITION

The Assistant Chief Operator is responsible for assisting in the inspection, maintenance, and operation of the wastewater treatment facility and related equipment. The Assistant Chief Operator may serve as the Chief Operator in their absence.

ESSENTIAL FUNCTIONS

The essential functions or duties listed below are intended only as illustrations of the various type of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related, or a logical assignment to the position.

· Assists in the operation, inspection, and maintenance of the wastewater treatment plant, and related infrastructure to ensure safe and efficient operating conditions;

· Controls pump speeds and chemical dosage;

· Collects and performs lab analysis samples of treated wastewater per NPDES and any other state or federal regulation;

· Assists the Chief Operator with monthly reports and adheres to appropriate regulations such as Industrial Pretreatment Program, Dental Amalgam program, and NPDES permit adherence;

· Assists in the preventative maintenance and repair of the wastewater treatment plant and related equipment, adjusting chemical feed rates in treatment system in accordance with prescribed department operating guidelines;

· Performs diagnostic tests and adjusts gages and values on plant and pump station equipment, ensures proper fluid levels are maintained in all machinery, makes necessary changes and adjustments as required, and maintains detailed records of facility maintenance and repair;

· May assist in the plan reviews for upgrades or repairs;

· Performs the same work as a Senior Operator and on occasion will lead Plant staff in the absence of the Chief Operator;

· Attends continuing education seminars to keep abreast of safety, regulatory, and technology changes in the wastewater field and in order to maintain licenses and certifications; and

· Performs a variety of related duties as necessary.

SUPERVISION RECEIVED

Under general direction, the employee plans and prioritizes the work independently, in accordance with standard practices and previous training. Employee is expected to solve most problems of detail or unusual situations by adapting methods or interpreting instructions accordingly. Instructions for new assignments or special projects usually consist of statements of desired objectives, deadlines and priorities. Technical and policy problems or changes in procedures are discussed with supervisor.

SUPERVISION EXERCISED

On occasion with guidance or in the absence of the Chief Operator the employee, as a regular and continuing part of the job, leads other workers in accomplishing assigned work and also performs non-supervisory work that is usually of the same kind and levels as is done by the group led. The employee provides training to new employees; reports to the supervisor on disciplinary problems, performance and training needs of employees; resolves simple, informal complaints of employees and refers others to the supervisor; may approve leave for a few hours or for emergencies.

JUDGMENT AND COMPLEXITY

The work requires examining, analyzing and evaluating facts and circumstances surrounding individual problems, situations or transactions, and determining actions to be taken within the limits of standard or accepted practices. Guidelines include a large body of policies, practices, regulations and precedents which may be complex. Judgment is used in analyzing specific situations to determine appropriate actions. Requires understanding, interpreting and applying federal, state and local regulations.

NATURE AND PURPOSE OF CONTACTS

Relationships are primarily with co-workers incidental to the purpose of the work involving giving and receiving factual information about the work. Ordinary courtesy and tact are required. Contacts with the public may be required on an occasional basis.

EDUCATION AND EXPERIENCE

High school diploma or equivalent and 2 to 3 years of related experience; or any equivalent combination of education, training, certification, licensure and experience.

Grade 6 Wastewater Treatment Operator’s license is required and a Grade 7 must be obtained within 6 months. Class B Driver’s license.

KNOWLEDGE, ABILITY, AND SKILLS

: Knowledge of the principles and practices of wastewater treatment system operation and pumping systems. Knowledge of the materials and techniques required for the maintenance and repair of wastewater treatment machinery and equipment. Working knowledge of federal, state, and local water pollution control regulations. Knowledge of laboratory testing and sampling techniques and procedures.

: Proficient mechanical ability. Ability to perform and analyze laboratory tests. Ability to keep detailed records. Ability to operate various types of equipment used in the treatment processes in accordance with manufacturer’s guidelines and department operating procedures. Ability to follow and adhere to written and verbal instruction and to follow safety protocols attentively. Ability to read blue prints, operating and repair manuals.

: Skill in the operation of all required tools and equipment.

WORK ENVIRONMENT

The nature of duties may involve continuous presence of unpleasant or irritating elements, such as considerable noise, odors, chemical fumes, dust, smoke, heat, cold, oil, dirt or grease. Work may be continually performed outdoors, regardless of weather conditions. May be required to be on call for 24 hours or being under prolonged pressure during emergency situations.

PHYSICAL, MOTOR, AND VISUAL SKILLS

Physical Skills

Work requires moderate intermittent physical strength and effort daily, such as lifting heavy objects, carrying the object(s) and stacking them or placing them in a vehicle or storage area. In addition, pulling, pushing, standing or walking for the full workday may also be involved.

Motor Skills

Duties involve assignments requiring application of hand and eye coordination with finger dexterity and motor coordination.

Visual Skills

Visual demands require routinely reading documents for general understanding and analytical purposes.

Job Type: Full-time

Pay: $33.29 - $39.07 per hour

Expected hours: 40 per week
