JOB DESCRIPTION
Under direct (Street Maintenance/Equipment Operator I) or general (Street Maintenance/Equipment Operator II) supervision, performs a variety of work in the construction, maintenance, and repair of Town streets, easements, and rights-of-way; removes snow and ice from Town streets; responds to hazardous materials spills and other road hazards; and performs related duties as assigned.
SUPERVISION RECEIVED AND EXERCISED
Receives direct (Street Maintenance/Equipment Operator I) or general (Street Maintenance/Equipment Operator II) supervision from assigned supervisory and/or management personnel. Exercises no direct supervision over staff.
CLASS CHARACTERISTICS
Street Maintenance/Equipment Operator I: This is the entry-level classification in the Street Maintenance/Equipment Operator series. Initially under close supervision, incumbents learn Town streets maintenance procedures and use of tools and equipment. As experience is gained, assignments become more varied, complex, and difficult; direction and frequent review of work lessen as an incumbent demonstrates skill to perform the work independently. Positions at this level usually perform most of the duties required of the positions at the II-level but are not expected to function at the same skill level and usually exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise.
Street Maintenance/Equipment Operator II: This is the fully qualified journey-level classification in the Street Maintenance/Equipment Operator series. Positions at this level are distinguished from the I-level by the performance of the full range of duties as assigned, working independently, and exercising judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. This class is distinguished from the Senior Street Maintenance/Equipment Operator in that the latter provides technical and functional direction to assigned staff and performs the more complex street maintenance and repair and equipment operation assignments.
Positions in the Street Maintenance/Equipment Operator class series are flexibly staffed; positions at the II-level are normally filled by advancement from the I-level; progression to the II-level is dependent on (i) management affirmation that the position is performing the full range of duties assigned to the classification; (ii) satisfactory work performance; (iii) the incumbent meeting the minimum qualifications for the classification including any licenses and certifications; and (iv) management approval for progression to the II-level.

Positions at the Street Maintenance/Equipment Operator I level may perform some of these duties and responsibilities in a learning capacity.
- Performs duties involved in the maintenance and construction of streets, easements, and right-of-way including paving, patching, crack sealing, removing obstructions, and laying gravel.
- Performs striping and painting of Town streets, parking stalls, crosswalks, turn arrows, stop bars, school zones, and curbs; installs and repairs guardrails; fabricates and installs street signage.
- Plows and removes snowandice on streets and aroundTownbuildings; performs sanding, salting, snow blowing, and street sweeping to prevent ice build-up; installs and repairs snow piles; ensures roadways allow safe passage of the general public, school buses, and emergency vehicles.
- Operates a full range of hand and power tools, vehicles, and light to heavy equipment including graders, loaders, sand trucks, backhoe, tandem and single axle trucks, weepers, tractors, and pavers in the repair and maintenance of streets, the clearing of brush for flood control and drainage, and the removal of snow, ice, fallen trees, and other debris; ensuresthattools,equipment,andvehiclesaresafelyoperated,maintained,andsecuredwhennotinuse.
- Cleans Town streets including removing brush, debris, and leaves.
- Responds to hazardous materials spills, vehicle accidents, or other road hazards in support of public safety personnel and/or to assist in clearing roadways.
- Installs street barricades and cones and controls traffic around work sites and special events to ensure safe conditions for the general public and Town staff.
- Provides needed information, training, and demonstrations concerning how to perform certain work tasks to new and/or seasonal employees in the same or similar class of positions.
- Maintains work areas in a clean and orderly condition, including securing equipment at the close of the workday.
- Maintains accurate logs and records of work performed and materials and equipment used.
- Observes safe work methods and makes appropriate use of related safety equipment as required.
- Receives and responds to service calls and resident complaints; investigates resident issues and complaints; resolves or refers issues to supervisor.
- Performs related duties as assigned.
TYPICAL QUALIFICATIONS
Knowledge of:
- Operations, services, activities, methods, and techniques of street maintenance.
- Methods, techniques, and tools used in the operation of a wide variety of heavy to light equipment for street maintenance, street painting and striping, sign installation, and snow removal.
- Operational characteristics and minor maintenance of a variety of hand and power tools, vehicles, and light to heavy power equipment used in streets maintenance and equipment operations.

EDUCATION AND EXPERIENCE:
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
Street Maintenance/Equipment Operator I/II:
- Equivalent to completion of the twelfth (12th) grade.
- One (1) year of experience performing general construction, maintenance, and repair work.
- Two (2) years of experience in construction, maintenance, and/or repair of streets and roadways, traffic signs, and/or related facilities and infrastructure.
LICENSES AND CERTIFICATIONS:
Street Maintenance/Equipment Operator I:
- Possession of an appropriate valid drivers’ license to be maintained throughout employment.
- Possession of, or ability to obtain, a Class A or B driver's license within six months of hire which shall be maintained throughout employment.
PHYSICAL DEMANDS & WORKING CONDITIONS
- Must possess mobility to work the field; strength, stamina, and mobility to perform medium to heavy physical work; to sit, stand, and frequently walk on level, uneven, or slippery surfaces; climb in and out trenches; frequently reach, twist, turn, kneel, bend, stoop, squat, crouch, grasp, and make repetitive hand movements in the performance of daily duties; to operate varied hand and power tools and light to heavy equipment; and to operate a motor vehicle and visit various Town sites.

WORKING CONDITIONS
- Employees work in a shop and field environment and are exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, vibration, confining workspaces, chemicals, mechanical and/or electrical hazards, and hazardous physical substances and fumes.
