DESCRIPTION



Under general supervision (Business Analyst I) or direction (Business Analyst II), conducts analysis in support of the Town’s business and data needs related to operations, performance outcomes, quality improvement, and mandated reporting; designs, configures, and modifies enterprise systems and databases to address business and reporting needs; serves as a liaison between Town staff/system users, information technology staff, and vendors; recommends and implements data and business solutions to support system enhancements or implementation of new systems; performs project management; and performs related duties as assigned. This is an in-person position with the chance to work remotely on Fridays, depending on department needs.

Supervision Received & Exercised:
Receives general supervision (Business Analyst I) or direction (Business Analyst II) from assigned supervisory and/or management personnel. Exercises no direct supervision over staff.

The Business Analyst will serve as a key liaison between Town staff, system users, IT professionals, and external vendors, translating business objectives into technical solutions. The position also leads or supports enterprise projects, manages vendor relationships, and ensures that systems are designed, configured, and maintained to meet evolving needs. Depending on experience and qualifications, this position may be filled at either the I or II level.

Upcoming Projects & Opportunities Online Permitting System Implementation:
Partner with Community Development and IT to deliver a user-friendly digital permitting platform that improves customer experience and streamlines Town workflows. Content Management System Deployment: Support the implementation of a secure, enterprise-grade platform that enhances document management, improves collaboration across departments and with external partners, and strengthens the Town’s disaster recovery and business continuity capabilities.

AI & Automation Initiatives:
Help lead the design and deployment of intelligent automation tools and AI-powered solutions that drive efficiency, reduce manual work, and improve decision-making across Town departments.

CLASS CHARACTERISTICS

Business Analyst I (Non-Exempt): This classification is the entry-level in the Business Analyst series. The main focus at this level is both a technical and analytical role, with increasing project management responsibilities. Positions at this level are not expected to function with the same amount of knowledge or skill level as positions allocated to the II-level and exercise less independent judgment and initiative in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise. As experience is gained, assignments become more varied and are performed with greater independence.

Business Analyst II (Exempt): This is the journey-level class in the Business Analyst series responsible for serving as a liaison between system users and information technology staff, vendors, and service providers; and independently managing projects encompassing the entire project life cycle and vendor relationship management. Assignments are given with general guidelines and positions are responsible for establishing objectives, timelines, and methods to deliver work products or services. Work is typically reviewed upon completion for soundness, appropriateness, and conformity to policy and requirements. This classification series is distinguished from the IT Systems Analyst in the latter class is responsible for the technical aspects of system design, construction, modification, and maintenance, whereas the Business Analyst class series is responsible for the technical, conceptual, and operational aspects of system design and maintenance, adapting information systems to business needs, and communicating those needs to information system professionals.

Positions in the Business Analyst class series are flexibly staffed and positions at the II-level may be filled by advancement from the I-level; progression to the II-level is dependent on (i) management affirmation that the position is performing the full range of duties assigned to the classification; (ii) satisfactory work performance; (iii) the incumbent meeting the minimum qualifications for the classification including any licenses and certifications; and (iv) management approval for progression to the II-level.

For entry-level (I-level) positions, the typical functions are limited and performed in a learning capacity.


  • Conducts business analysis by evaluating business processes and identifying business needs and requirements; documents business processes and workflows; translates business objectives into application requirements; conducts feasibility studies and impact analysis; evaluates risk options and recommends solutions.
  • Modifies existing, or designs and implements new, systems, databases, and data collection, reporting, and analytics tools to optimize business operations and efficiency; monitors data integrity; troubleshoots and resolves system errors and malfunctions.
  • Participates in a variety of system user and work groups to identify and document user needs and operational, programmatic, and/or regulatory changes affecting system and data requirements and other related issues.
  • Serves as project manager including determining project scope, objectives, timeline, budget, and requirements; identifies, engages, and collaborates with Town staff and/or vendors to ensure projects are designed, managed, and implemented according to project requirements; manages vendor relationships.
  • Designs, creates/builds, and runs a variety of reports used for business process analysis and decision-making utilizing technology interfaces and/or programming languages; extracts data and prepares reports for end users.
  • Assists in conducting security risk assessments and business impact analyses of Town department processes and information technology infrastructure and systems to identify and address threats and vulnerabilities; assists in developing disaster recovery and business continuity plans; acts as a point of contact for information technology related security incidents or violations.
  • Trains Town staff and end users on system functionality and use; creates and maintains technical documentation including product specifications, user guides, and training and procedural manuals.
  • Participates in preparing request for proposals for professional services and overseeing bid processes; prepares scopes of work, budgets, and schedules; evaluates proposals and recommends award; administers contracts/service level agreements, supervises the work of vendors/contractors, and ensures compliance with contract/agreement and Town service quality requirements; approves invoices within signature authority.
  • Assists in the development and implementation of technology related protocols, policies, procedures, and operating standards.
  • Conducts research and stays current on new trends and innovative solutions for technology programs; recommends new technologies to improve the operational technology effectiveness and services.
  • Performs related duties as assigned.
  • Assists in conducting security risk assessments and business impact analyses of Town department processes and information technology systems to identify and address threats and vulnerabilities; assists in developing disaster recovery and continuity plans; supports adherence to data privacy and cybersecurity standards (e.g., CCPA, CJIS, NIST); and serves as a point of contact for IT security incidents and policy violations.

  • Modern equipment and communication tools used for business functions and program, project, and task coordination, including computers and software programs relevant to work performed.

ABILITY TO:
  • Identify, understand, and translate business and data needs into system or reporting requirements.
  • Create business intelligence rules through machine learning and automation tools.
  • Manage projects encompassing the full project lifecycle including developing project plans, managing timeline and resources, administering contracts/agreements, tracking progress, ensuring client satisfaction, and reporting on project status.
  • Work collaboratively with Town staff to identify and implement information technology and security solutions for business process improvements and efficiencies.
  • Identify information technology issues and opportunities, conduct research, evaluate alternatives, make sound recommendations, and prepare effective reports.
  • Prepare clear and concise technical documentation, information technology procedures, and other written materials.
  • Understand, interpret, apply, and ensure compliance all pertinent laws, codes, regulations, policies and procedures, and standards relevant to work performed.
  • Independently organize work, set priorities, meet critical deadlines, and follow-up on assignments.
  • Effectively use computer systems, software applications, and modern business equipment to perform a variety of work tasks.
  • Communicate clearly and concisely, both orally and in writing, using appropriate English grammar and syntax.
  • Use tact, initiative, prudence, and independent judgment within general policy, procedural, and legal guidelines.

Education and Experience:
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Business Analyst I/II: Equivalent to a bachelor’s degree from an accredited college or university with major coursework in information systems, computer science, public or business administration, or a field related to assigned area of responsibility.

Business Analyst I: One (1) year of experience analyzing data or business system requirements and developing or modifying systems and/or databases to address business needs.

Business Analyst II: Three (3) years of increasingly responsible professional experience analyzing business needs and developing or modifying systems and/or databases to address business and reporting needs.

PHYSICAL DEMANDS & WORKING CONDITIONS

PHYSICAL DEMANDS
  • Mobility to work in a standard office setting and use standard office equipment, including a computer; this is primarily a sedentary office classification although standing in work areas and walking between work areas may be required; occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information; ability to lift, carry, push, and pull materials and objects up to 10 pounds.
  • Vision to read printed materials and a computer screen.
  • Hearing and speech to communicate in person and over the telephone.
  • Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment.

WORKING CONDITIONS
  • Office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances.
  • Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.
