What are the responsibilities and job description for the Disaster Preparedness and Recovery Specialist position at Town of Superior?

The Disaster Preparedness and Recovery Specialist provides support for disaster and emergency operations for the Town of Superior as well as coordination with the County, FEMA, State and other Agencies.  Work is performed under the general direction of the Disaster Preparedness and Recovery Manager, with leeway to exercise independent judgment within the framework of applicable rules, regulations, policies and procedures in performing duties, both in terms of planning and accomplishing work and making decisions regarding needs and requests.  This position provides aid, resources and long-term recovery for residents, and businesses, fostering interagency collaboration, and supports community resilience programming.  The position supports disaster-related grants and projects, ensuring compliance and advancing recovery and mitigation strategies.   

Supervision: Position is non-exempt under FLSA and reports to the Disaster Preparedness and Recovery Manager.

  • Communicates with residents via phone, email and written correspondence on sensitive topics.  Teams with Communications Department to provide accurate and timely public information.
  • Connects resident needs with local resources and delivers programming tailored to community needs.
  • Assists with project management related to recovery and resiliency efforts.
  • Writes requests for information on recovery processes and projects, including FEMA PA Program and grant administrations.
  • Tracks updates on status of projects, assists with communication between individuals and appropriate department personnel, Town Council and external organizations as necessary. 
  • Tracks Town-wide reporting and project efforts in collaboration with the Grant Administrator to ensure compliance with all Federal and State funding requirements. 
  • Meets with disaster representatives to facilitate the administrative and financial aspects of  recovery and resiliency projects, including related grants; actively seeks funding opportunities to support these efforts.
  • Provides research and administrative support for a variety of special projects, including resilience initiatives and partnerships that advance innovative strategies to enhance community resiliency. 
  • Produces reports, documents, and presentations related to recovery and resiliency efforts as needed, including quarterly grant reports, presentations for conferences, workshops, council meetings and tours, and compiles documentation to support funding efforts.
  • Communicates with Boulder County on needed FEMA documents, requests, and proposals; serves as part of Boulder County Office of Disaster Management's Essential Support Function (ESF) 5, maintaining situational awareness and supporting information flow during evolving events and incidents in the County.
  • Represents the Town and assists the County as needed on appeals of FEMA Public Assistance. 
  • Communicates internally with County and other funding organizations on needed grant opportunities related to capital/infrastructure projects to enhance community resilience.
  • Tracks Requests for Reimbursements  and writes responses to Requests for Information from state and federal agencies; drafts, monitors and works on grant administration in collaboration with Grants Administrator.
  • Assist with tracking funds related to disaster expenditures.
  • Develops positive working relationships with County staff  as well as FEMA and other state and federal agencies offering assistance
  • Represents the Town on various boards, committees, and task forces, as assigned by the Disaster Preparedness and Recovery Manager.
  • Supports Disaster Preparedness and Recovery Department webpages and public communications with current information, resources, project updates, programming, and preparedness video recordings.
  • Implement consistent and critical information on preparedness for National Preparedness Month and special events related to disaster preparedness and mitigation.
  • Supports long range planning efforts and plans for resiliency.
  • Assists with ADA compliance for department work items and website.
  • Ability to communicate effectively, both verbally and in writing; advanced skills in writing and editing with high attention to detail
  • Advanced computer skills including the use of Microsoft Suite
  • Ability to learn new software or web-based applications quickly, including but not limited to CiviRec, Caselle, WebEOC, COTRAING, FEMA Grants Portal, Grants.gov, SAM.gov, etc.
  • Computer skills such as video presentations, content creation, research, spreadsheets, data entry, tracing, etc.
  • Advanced skills in collaboration and fostering partnerships
  • Advanced skills in customer service and conflict management
  • Ability to work independently and with initiative
  • Ability to apply professional judgment in evaluating the information for accuracy and completeness
  • Ability to establish and maintain effective working relationships with employees, management, elected officials, boards and commissions, and members of the general public
  • Knowledge of capital project planning, procurement and land project management
  • Knowledge of / the ability to learn FEMA's Public Assistance program, writing scope change requests and compliance for local, State and Federal funding requirements
  • Knowledge of federal grant management, financial tracking and the communication skills necessary to clearly present complex financial information
  • Knowledge of local government,  county and  state laws, rules, regulations and policies
Special License, Registration, or Certification Required

Bachelor’s degree in business, finance, project management, public administration, emergency management, communication, or related field, and a minimum of 2 years in public service. Equivalent combination of education and experience is acceptable.  Experience in declared disasters, FEMA, HUD, emergency management, project management, grant management, preparedness programming/training,  public relations, and/or public finance a plus.  FEMA trainings, such as the following, are preferred:  

  • IS0634 Introduction to FEMA's Public Assistance Program
  • IS0322 Flood Mitigation Basics
  • IS253.a Overview of FEMA's Environmental and Historic Preservation Review
  • IS-100.C: Introduction to the Incident Command System
  • IS-0200.c: ICS for Single Resources and Initial Action Incidents
  • ICS-300: Intermediate ICS for Expanding Incidents
  • ICS-400: Advanced ICS for Command and General Staff
  • IS-700.b: Introduction to the National Incident Management System
  • IS-800.D: National Response Framework, An Introduction
