JOB SUMMARY

The Senior Accountant is responsible for independent review, reconciliation, and oversight of the Town's financial transactions to ensure accuracy, compliance, and proper internal controls. This position provides the critical independent review layer that the Finance Department requires to maintain proper segregation of duties and satisfy external audit standards.


ESSENTIAL JOB FUNCTIONS

  • Perform independent review and approval of accounts payable batches prepared by the AP Technician — does not enter invoices or initiate payments
  • Review payroll registers prepared by the Payroll Specialist for accuracy, FLSA compliance, and proper authorization before approval
  • Prepare and post payroll journal entries to the general ledger following each payroll cycle
  • Perform monthly balance sheet account reconciliations, including cash, accounts receivable, accounts payable, and accrued liabilities
  • Prepare or review OPEB-related journal entries in coordination with SC PEBA and the external actuarial reports
  • Coordinate court accounting functions and ensure proper recording of court-related receipts and disbursements
  • Support grants financial reporting, including preparation of federal/state expenditure reports and grant account reconciliations
  • Ensure ATAX (Accommodations Tax) receipts and expenditures are properly recorded and reported
  • Assist with year-end close workpapers and external audit support as assigned
  • Supports Victims Advocate Reporting for tracking financials, auditing and reporting to agencies
  • GASB 87 accounting | Update and maintain lease projections and maintain monthly billing cycle including property tax payments 
  • Oversee billings to the School District and related journal entries 
  • Promote a strong sense of teamwork and a commitment to mentoring others. Develop technical and behavioral skills to enhance individual professional development as well as the overall expertise

MINIMUM EDUCATION AND EXPERIENCE

Requires a Bachelor's Degree in a related field, equivalent supplemented by three to five years’ government finance experience; or any equivalent combination of education, training, and experience, which provides the required knowledge, skills, and abilities.

KNOWLEDGE, SKILLS AND ABILITIES

Qualifications

  • Bachelor's degree in Accounting (preferred)
  • Certified Public Accountant (CPA) or GFOA Certification (preferred)
  • Minimum three (3) years of governmental accounting experience
  • Tyler ERP experience strongly preferred
  • Knowledge of GASB pronouncements, governmental fund accounting, and payroll tax compliance
  • Experience with pension accounting under GASB 68/75 preferred
  • Strong attention to detail and commitment to accurate, timely reconciliation work

Knowledge

  • Governmental accounting and auditing principles and practices in their application to a wide variety of accounting transactions and problems.
  • Budgetary, accounting and reporting systems, GAAFR, GAAP, and GASB.

Skills

  • Strong written and oral communications and relational skills.
  • Follow and relay complex oral and written instructions, policies and procedures.
  • Proficient in Excel. 

Abilities

  • Make decisions within established accounting policies and procedures.
  • Prepare and explain financial statements, accounting reports and records.
  • Establish and maintain effective relationships with subordinates, other employees and the general public. 

 

PHYSICAL REQUIREMENTS

  • The work is light work which requires exerting up 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects. Must be physically able to operate a variety of automated office machines including computers, printer, copiers, calculators, etc. Sedentary work involves sitting most of the time, but may involve walking or standing for periods of time. The following physical abilities are required:
  • Repetitive Motion: Substantial movements (motions) of the wrist, hands, and/or fingers.
  • Speaking: Expressing or exchanging ideas by means of the spoken word including the ability to convey detailed or important spoken instructions to other workers accurately and concisely.
  • Talking: Expressing or exchanging ideas by means of the spoken word including those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly.
  • Visual Acuity: Have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; and/or extensive reading.
