General Statement of Duties

Performs responsible supervisory, technical, and administrative work directing the operation, maintenance, repair, and inspection of the municipality's wastewater collection system. Plans and coordinates activities of sewer department personnel, ensures compliance with applicable federal and state regulations, and participates in field operations as needed.

Essential Job Functions

Supervision and Administration

  • Supervises, schedules, assigns, and evaluates sewer department employees.
  • Provides training, coaching, and guidance to staff regarding work procedures and safety practices.
  • Develops daily and long-range work plans for maintenance and repair activities.
  • Maintains personnel records, timesheets, and performance evaluations.
  • Assists with department budgeting, purchasing, and inventory control.

Operations and Maintenance

  • Oversees maintenance and repair of sewer mains, manholes, service lines, lift stations, and related infrastructure.
  • Coordinates emergency response for sewer backups, overflows, line breaks, and equipment failures.
  • Plans and directs cleaning, televising, inspection, and preventive maintenance programs.
  • Ensures proper operation and maintenance of pumps, generators, and collection system equipment.
  • Reviews work orders and monitors project completion.

Regulatory Compliance

  • Ensures compliance with North Carolina Department of Environmental Quality (NCDEQ), OSHA, and applicable environmental regulations.
  • Assists with reporting requirements related to sanitary sewer overflows (SSOs) and permit compliance.
  • Maintains required records, inspection reports, and operational documentation.
  • Enforces department safety policies and procedures.

Customer Service

  • Responds to citizen complaints and service requests.
  • Meets with property owners, contractors, and developers regarding sewer-related issues.
  • Coordinates activities with other municipal departments and utility providers.

Knowledge, Skills, and Abilities

  • Thorough knowledge of wastewater collection system operations and maintenance.
  • Knowledge of applicable OSHA safety requirements and confined space procedures.
  • Knowledge of NCDEQ regulations governing wastewater collection systems.
  • Ability to supervise and motivate employees effectively.
  • Ability to read maps, plans, specifications, and utility drawings.
  • Ability to prepare reports and maintain accurate records.
  • Skill in operating construction and maintenance equipment.
  • Skill in communicating effectively with employees, contractors, regulatory agencies, and the public.

Education and Experience

  • High school diploma or GED required.
  • Associate degree in utilities management, environmental science, public administration, or related field preferred.
  • Five (5) years of progressively responsible experience in wastewater collection system operations and maintenance.
  • Two (2) years of supervisory experience preferred.
  • An equivalent combination of education and experience may be considered.

Special Requirements

  • Valid North Carolina Driver's License.
  • Ability to obtain and maintain a North Carolina Commercial Driver's License (CDL), if required.
  • Collection System Operator certification preferred or required within a specified period of employment.
  • Ability to obtain required safety certifications, including confined space entry and trench safety.

Physical Requirements

  • Frequently works outdoors in varying weather conditions.
  • May enter confined spaces and work around wastewater facilities.
  • Requires walking, climbing, lifting, bending, and operating equipment.
  • Must be able to lift up to 50 pounds regularly and heavier loads with assistance.
  • Subject to emergency call-back, after-hours work, and participation in on-call rotation.

Pay: $24.03 - $36.05 per hour
