Description
Under the general guidance and direction of the Director of Planning, and in coordination with the Town Council, Planning Board, and other municipal boards and commissions, the professional in this position performs high level technical, administrative, and professional planning work, as well as assists with municipal policy development relating to land use and long-range community planning.
Schedule
This 35 hour a week Non Union position works a regular schedule of 8:30am to 4:30pm, Monday through Friday with a one hour unpaid lunch break. Due to the nature of this exempt position, the role may require attendance at meetings or to perform work related tasks that fall outside the work hours described above.
Salary
$ $56.30 Hourly, $94,965 - $102,460 Annually
Examples of Duties
The professional in this position performs a variety of complex supervisory, professional, administrative, and technical work in planning, organizing and directing the functions of the Planning Department under the director of the Planning Director or in the absence of the Director of Planning.
· Assists in the Development Town's Comprehensive Community Plan, and the general administration and implementation of the Town's long range comprehensive planning efforts, growth management program, and community sustainability efforts;
· Assists in the maintenance of the Town's Comprehensive Community Plan, Zoning Ordinance, and Subdivision and Land Development Regulations, ensuring these policy and regulatory documents and other local land use goals and policies are consistent with applicable State enabling statutes and regulations;
· Assists in the technical review of proposed private and public developments to determine consistency with the Comprehensive Community Plan and municipal land use regulations;
· Assists in the development, coordination of other departments with planning related projects and tasks involving the Town's comprehensive plan, utility, environmental, transportation, and other municipal facility planning, and other land use projects having impact on the community's physical, economic, and social environment;
· Performs research and prepares draft ordinances and regulations related to land use planning, growth management, and other issues, as required;
· Assists in the preparation and administration of state and federal grant applications and programs;
· In the absence of the of and/or at the direction of the Planning Director may, supervises, and coordinates the work and activities of the Planning and GIS staff, in their support of the Town Manager, Town Council, Planning Board, and various Town boards and commissions;
· Coordinates and reviews development proposals of various state and federal agencies, such as transportation improvements, environmental impact statements, regulatory permits, etc.; Prepares applications and administers grants under State and Federal programs as necessary; and
· Performs other duties as assigned and which are consistent with this position.
· Assumes responsibility of the Director of Planning in his/her absence; In the absence of the Planning Director can be called upon to attend meetings of the Town Council and other Town boards and commissions representing the Planning Department and the Director of Planning, as required;
· Provides staff organizational assistance and attends meetings of the Planning Board and other Town Boards/Committees as necessary;
· Provides information to the general public and responds to inquiries from the media regarding Town programs;
· Conducts special studies and issues analysis as directed by the Planning Director;
· Can represents the Town at various meetings with local, State, and Federal agencies;
· As assigned, can serve as Town representative on certain regional and/or State boards regarding land use planning, environmental, and historical resources issues; and
· Tracks and evaluates pending State legislative and regulatory initiatives.
Typical Qualifications
Education and Experience
· A Bachelor's degree in community planning, urban affairs, natural resources science, or a related field is required; and
· A minimum of ten (10) years of progressively responsible experience in land use planning, with five (5) or more years in a supervisory capacity and/or a demonstrated ability to supervise/manage staff; or
· or a Master's Degree in Community Planning (MCP) or related field and a minimum of five (5) years of experience in municipal planning (Master's Degree preferred)
· Certification by the American Institute of Certified Planners (AICP) preferred
· An equivalent combination of education and experience;
Necessary Knowledge, Skills, and Capabilities
· Considerable knowledge and understanding of:
- Advanced land use planning principles and practices;
§ The review of subdivision and land development proposals for consistency with local zoning ordinances and subdivision and land development regulations, including familiarity with state permitting requirements and processes;
Current working knowledge of Federal, state, and local land use planning and environmental law;
Technical knowledge and exercise independent judgment in carrying out responsibilities according to general policy directives and specific legal requirements;
Modern formulation of zoning ordinance amendments through a facilitated discussion with stakeholders, Boards and Committees;
Crafting and facilitating public input processes; and
Managing people, boards, committees, and/or working groups, with specific demonstrated ability to move discussion to specific outcomes
