PARTIAL JOB DESCRIPTION
The Account Clerk performs a variety of clerical and bookkeeping duties related to the preparation, maintenance, and verification of the fiscal records for the Town of Shelter Island. This position involves clerical work using established accounting methods and procedures to ensure accurate and timely financial recordkeeping and files.
Prepare, maintain, and/or verify a variety of accounting, financial, and statistical records, ledgers, logs, and files; gather, assemble, tabulate, enter, check, verify, balance, adjust, record, and file financial data; codes data according to prescribed accounting procedures; reviews information to ensure accurate reporting; resolve discrepancies.
ESSENTIAL RESPONSIBILITIES
1) Maintain and post financial data to journals and ledgers using an accounting program including cash receipts, disbursements, journal entries and other financial transactions. Be able to update and maintain accounting program.
2) Prepare purchase orders and vouchers and order office supplies from various vendors, as needed. Prepare monthly bank statements and reconciliations and send to contract accountant to review and resolve discrepancies.
3) Assist in the preparation of monthly financial reports to be sent to Department Heads, Town Board, and contract accountants.
4) Assist in the preparation of the yearly Town Budget with the Town Supervisor, Town Clerk, Department Heads, and the Town Board.
5) Assist in the yearly Town-wide audit and the Community Preservation Fund audit by providing records, documents, transactions, and other backup support to the contract audit firms.
6) Review and post bi-weekly payroll into the accounting program.
7) Assist in preparing and overseeing the submission of the annual Schedule B and Tax Warrant to the County, as well as disbursing tax payments to the other tax jurisdictions.
8) Assist in furnishing expenditure presentations to assist in the request for funds for various Town grants and provide support to other Town departments in financial and clerical matters as needed.
9) Monitor Town bank accounts regularly for ACH deposits, withdrawals, and other electronic activity; schedule and process wire transfers and account transfers, as directed.
10) Process and track insurance claims for the Town, including filing claims for vehicle or property damage, coordinating with insurance carriers, and maintaining related documentation.
11) Knowledge of bookkeeping and accounting principles, preferably in municipal accounting. Proficiency with standard office methods, procedures, and equipment. Ability to perform arithmetic computations accurately.
12) Proficient in Microsoft Office 365 and accounting software programs. Experience handling bank transactions. Basic understanding of insurance claim processes. Ability to follow oral and written instructions with attention to detail. Ability to work cooperatively with co-workers, vendors, and the public. Strong organizational skills.
EDUCATION REQUIRED
Graduation from a standard senior high school or possession of a high school equivalency diploma and one (1) year of clerical experience in computing and recording financial data in records, accounts, or journals; OR One (1) year of clerical experience, and completion of at least three (3) college credits in accounting from an accredited New York State college or university.
CONDITION OF EMPLOYMENT
Pass Suffolk County Civil Service ACCOUNT Clerk Exam.
