JOB SUMMARY

Performs a variety of professional human resources functions including recruitment and selection, employee relations support, benefits administration, leave administration, classification and compensation support, performance management, workers' compensation, compliance, and HRIS administration. Exercises independent judgment in administering assigned Human Resources programs and providing guidance to employees and supervisors regarding Human Resources policies, procedures, and employment practices. Assists with department initiatives, research, analysis, and special projects while supporting compliance with applicable laws and Town policies. Works collaboratively with departments to provide timely, accurate, and customer-focused services.

Compensation and Benefits

•         Conducts new hire benefit orientations and assists employees with benefit-related questions.

•         Administers benefit enrollments, qualifying life event changes, COBRA, leave administration, and related HRIS transactions.

•         Coordinates employee leave programs including FMLA, ADA, Military Leave, Workers' Compensation, and other protected leave programs.

•         Processes personnel actions, audits HRIS records, and maintains personnel files in accordance with records retention requirements.

•         Researches salary survey information, assists with classification and compensation studies, and prepares supporting data and reports.

•         Reviews position descriptions for completeness and recommends revisions for consistency.

•         Generates HR metrics and reports to support operational and management needs.


Recruitment/Talent Acquisition

•         Coordinates and administers full-cycle recruitment activities including job postings, applicant screening, examinations, interviews, background checks, employment offers, and onboarding.

•         Provides guidance to departments regarding recruitment procedures and selection processes.

•         Prepares interview materials and participates on interview panels as assigned.

•         Tracks recruitment metrics and recommends workflow improvements.

•         Represents the Town at recruitment events and job fairs as assigned.


Employee Relations

•         Interprets Human Resources policies and procedures and provides guidance to employees and supervisors.

•         Assists departments in addressing employee relations concerns, workplace conflicts, and performance issues.

•         Assists the Human Resources Manager or Director with workplace investigations by gathering information, conducting interviews, preparing summaries, and maintaining documentation.

•         Provides guidance regarding performance documentation, coaching, and corrective action procedures.

•         Maintains confidentiality of sensitive personnel information.


Training and Development

•         Coordinates employee orientations and assists with HR training programs.

•         Prepares training materials, forms, and reference guides.

•         Assists departments with job description updates and HR-related projects.

•         Conducts research and data analysis to support departmental initiatives.


Performance Management and Employee Engagement

•         Coordinates the annual performance evaluation process.

•         Reviews evaluations for completeness and policy compliance.

•         Provides supervisors guidance regarding timelines, documentation, and performance review procedures.


Compliance and Special Projects

•         Assists with HR compliance audits and employment law research.

•         Prepares reports, workforce metrics, and analytical summaries.

•         Participates in HRIS improvements, workflow enhancements, and special projects.

•         Assists with updating HR forms, procedures, and standard operating procedures.

•         Performs other related duties as assigned.

•         Knowledge of applicable Federal, State, and local laws, codes, ordinances, rules, and regulations related to employment and human resources.

•         Knowledge of principles of job analysis, classification systems, and compensation methodology.

•         Knowledge of general human resources classification procedures, objectives, and techniques.

•         Knowledge of the principles and practices of public administration and local government structure and services.

•         Knowledge of the principles of confidential records and file management.

•         Skill in data interpretation, report writing, and use of HR metrics to support recommendations.

•         Skill in operating a personal computer utilizing a variety of business software.

•         Skill in effective written and verbal communication.

•         Skill in providing excellent customer service.

•         Ability to act as a strategic partner and trusted advisor to management on complex employee relations and organizational issues.

•         Ability to lead or coordinate cross-departmental HR initiatives and special projects.

•         Ability to conduct comparison and statistical analyses.

•         Ability to present information clearly and concisely to various audiences.

•         Ability to effectively manage time and work under pressure of deadlines.

•         Ability to perform extensive research, make independent analysis, and report findings.

•         Ability to use logical and creative thought processes to develop solutions according to written specifications and/or oral instructions.

•         Ability to communicate effectively orally and in writing at a professional level.

•         Ability to establish and maintain effective working relationships with town officials, governmental agencies, and employees of all levels.


MINIMUM QUALIFICATIONS

•         Bachelor’s degree in Human Resources Management, Public or Business Administration, or a related field; and

•         3 years of experience as a generalist in human resources, experience in recruitment, classification, and/or compensation; OR

•         Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work.

PREFERRED QUALIFICATIONS

•         SPHR/PHR, PSHRA and/or SHRM-SCP/SHRM-CP certification

•         Experience in a municipal/public sector setting


REQUIREMENTS

•         Successful completion of a criminal background check prior to beginning employment with the Town.

•         Valid Arizona Driver’s License or the ability to obtain an Arizona Driver’s License within ten days of hire.
