Water Compliance Officer

Position Summary

The Water Compliance Officer performs difficult skilled technical work ensuring regulatory compliance of the Town's water distribution and water treatment plant operations, sampling programs, and associated regulatory compliance, and related work as apparent or assigned. Work is performed under the general direction of the Water Superintendent.

The Hiring Range for this position is: $74 619.24 - $97,005.02.

Essential Functions

• Prepares environmental permits and regulatory reports for submittal to government agencies; coordinates with Federal and State agencies regarding permits and water system operations.
• Manages Safe Drinking Water Act sampling program for Town water supply including development of standard operating procedures, laboratory contract management, budgeting, sample collection, data trending, and evaluating compliance with regulations.
• Manages laboratory sampling, records and materials; manages quality assurance and quality control procedures and calibration records; conducts internal audits; trains personnel on proper procedures; develops and implements new lab procedures as needed.
• Disperses and explains water data to the public through Annual Water Quality Reports; responds to consumer complaints and concerns regarding water quality; responds to Town Council questions regarding water quality.
• Tracks and interprets regulatory changes affecting Water Department operations, permits and monitoring programs; communicates with Virginia Department of Health (VDH) regarding annual inspections and assists in the development and implementation of corrective action.
• Gathers analytical data for use by Town Staff and consultants; prepares reports for Town Council; provides review of Capital Improvement Projects (CIP) documentation.
• Provides senior technical review of hydrogeological data including the evaluation of well performance.
• Operational backup, continuity during absence of Water Superintendent.
• Executes other job duties as necessary.

Education and Experience:

Minimum Required Qualifications

• Bachelor's degree, preferred with coursework in chemistry, environmental science, geology or related field.
• Three to five years’ experience in water quality control and regulatory compliance for water distribution and treatment operations, or
• Any combination of education, training and experience that provides the required knowledge, skills and abilities to perform the essential functions of the job.

Licenses and Certifications

• Possession of a Water Operator's Certificate is desirable, or the ability to obtain within two years of hire.
• Must meet and maintain all training and education requirements for position.
• Possession of valid state driver's license.

Knowledge, Skills, and Abilities
Thorough knowledge of methods and techniques used in water treatment and distribution systems; thorough knowledge of operating principles, procedures and maintenance requirements pertinent to operating water, wastewater, and storm water systems; thorough knowledge of standard principles, methods, and techniques of water examination relating to quality assurance and quality control; thorough knowledge of occupational hazards of the work and of necessary safety precautions; thorough knowledge of the organization and functions of the department and general administrative policies and practices; ability to operate personal computer including some knowledge of applicable software packages; ability to perform and organize work independently; ability to maintain strict quality standards and chain of custody; ability to use laboratory and related equipment and to compute and record test results; ability to communicate effectively orally and in writing; ability to compute rates, ratios and percentages; ability to plan, organize, oversee, and evaluate the work of subordinate employees; ability to establish and maintain effective working relationships with associates, regulatory agencies, management, Council and the general public.
