Assessing Technician
Assessor’s Department
Part-time, 20 hours per week
Grade 6, $22.92 – $24.08 DOQ / Clerical Union Position
This position performs responsible administrative and clerical duties to assist with varied duties in the Assessor’s Department to include maintenance of records, processing varied applications, and providing customer service. Performs all other related work as required.
Essential Functions:
· Provides customer service including answering questions regarding property values and processing excise tax in addition to veterans and seniors abatements.
· Processes motor vehicle, real estate, and personal property commitments and prepares documents for signature by the Board of Assessors.
· Responsible for processing and entering motor vehicle and real estate abatements into the Vision and CDS systems. Prepares abatement applications for approval by the Board of Assessors.
· Maintains a spreadsheet of appointments for inspections of property by the assessor or data collector.
· Sends approval or denial letters for abatements.
· Downloads real estate deeds from the Registry of Deeds. Scans and adds new data to the Vision system.
· Prepares monthly Board of Assessors’ meeting notices and agendas and updates information on the website.
· Processes vouchers and turnovers for the Assessor’s Department.
· Accepts and processes abutter lists.
· Processes chapter land notices and letters including subsequent mailing and maintains chapter land spreadsheet.
· Performs similar or related work as required, directed, or as situation dictates.
Education, Training and Experience:
Associate’s degree preferred; two to four years of related experience in finance or assessing desirable and municipal experience a plus; or an equivalent combination of education and experience. Must complete and pass MA DOR Assessment Administration (Course 101 online) course examination within two years of appointment.
Knowledge, Ability, and Skill:
Knowledge of standard office practices and procedures including Word and Excel. Knowledge of assessment practices, maps, deeds, town layout, and laws pertaining to property assessment helpful. Working knowledge of MA laws and regulations governing taxes, exemptions, and assessment on real property preferred. Knowledge of policies and procedures relating to municipal assessing preferred.
Schedule:
This is a 20 hours per week, 4 days per week, part-time, benefitted position.
