GENERAL STATEMENT OF DUTIES:
The purpose of this position is to develop, administer, secure, manage, monitor and maintain data/voice systems and networks working closely with Town departments to ensure that the design and implementation provide reliable, integrated and secure information systems that meet the requirements presented by the town selected software and GIS. This is accomplished by overseeing development of technology strategies and policies around information systems to ensure security and consistency; purchasing of all Town computing devices, software and network equipment; planning for and budgeting for needed maintenance, upgrades and enhancements.
The Director of Information Technology is required to exercise considerable independent judgment in administering and managing Town information systems and technology and is responsible for securing and improving upon efficiency and effectiveness of all areas under their direction and control.

Works under the supervision of the First Selectman
SUPERVISION EXERCISED:
Oversees and manages all department staff including GIS.
ESSENTIAL JOB FUNCTIONS:
- Plans, schedules, coordinates and oversees the operation of the Information Technology Department including recruiting, hiring, supervising and evaluating staff
- Oversees fiscal management of the IT budget, including creation and management of the department budget and applying for grants when available
- Establishes and maintains effective and efficient system management disciplines including but not limited to: Network design, problem, incident and security management, disaster recovery and work prioritization
- Supports Newtown Police mobile data terminals, building/car/body camera systems and access control system
- Updates documentation and procedures manuals for the department and manages documentation as appropriate
- Researches, implements, and manages all software licensing and patching
- Researches, implements and manages systems to ensure the security of all data systems and the network
- Maintains appropriate IT security posture, including system security and end-user training
- On call 24 X 7, 365 for critical municipal or police work
- Works with vendors to resolve problems, plan efficient strategies, and review new products and potential new solutions as required
- Installs, configures and troubleshoots data networks and associated assemblies
- Performs network troubleshooting to isolate and diagnose common network problems
- Works with Town departments to facilitate their technology needs and goals
- Performs project management activities for technology projects
- Establishes and maintains an information technology strategic plan
- Maintains knowledge of industry direction for municipal and police technologies
- Manages the phone systems for Town and police department including maintaining cellular and other portable devices
- Performs other duties as assigned that are necessary and appropriate
KNOWLEDGE, SKILLS AND ABILITY:
- Thorough knowledge of information technology principles, concepts and component use with a focus on cyber security
- Extensive knowledge of network operating systems
- Working knowledge of financial systems and applications
- Strong knowledge of GIS
- Working knowledge of municipal operations and services
- Ability to plan and administer department budget
- Strong experience in analyzing computer problems on a Windows-based system and solution
- Ability to maintain data communications between buildings which include routers, switches, VPN’s and fiber
- Strong knowledge of federal and state laws affecting IT
- Ability to carry and lift documents and office equipment weighing up to 50 pounds
- Ability to sit at a desk or stand and work continuously for extended periods of time while performing job functions
- Demonstrated ability to establish and maintain effective, cooperative and courteous working relationships with office staff, agencies of the State, the general public and other departments of the Town.
- Demonstrated ability to work with a staff of various levels of technical aptitude on a variety of technical topics
- Demonstrated exceptional interpersonal skills; oral and written communication skills
- Demonstrated ability to successfully hire staff, supervise others, direct work, manage performance and establish priorities for staff
EDUCATION, TRAINING AND EXPERIENCE:
- Bachelor’s degree in computer science required plus 7-10 years’ experience of IT development, project management, operations, network and support experience in organizations similar to municipalities.
- Master’s degree preferred
- Five years of experience administering Windows PC networks
- Five plus years of supervisory experience
- Proven experience demonstrating a deep understanding of data systems and multimedia
- Must hold a valid Connecticut motor vehicle driver’s license throughout employment
- Experience in a municipal environment preferred
- Technical certifications to support IT products (CISCO, VOIP, etc.) preferred
- GIS experience preferred
Pay: $135,000.00 - $145,000.00 per year
