What are the responsibilities and job description for the Planner position at Town of Nags Head?

The Town of Nags Head has an exciting opportunity to join our Planning and Development Department!  In this high impact position, the Planner administers the Town’s Unified Development Ordinance (UDO); reviews residential and commercial site plans and permit applications for compliance with rules and ordinances related to zoning, Coastal Area Management Act (CAMA), stormwater, soil and erosion control; provides information and assistance to citizens, staff and officials; maintains records and files and prepares related to the work; makes initial, under construction, and final field inspections.  
Essential Duties and Tasks
  • Reviews residential and commercial development applications for compliance with the Town’s adopted UDO and issues the corresponding permits as needed.
  • Evaluates and responds to zoning related questions via phone, email and walk-in customers; assists with permit applications.
  • Enters data into data management software (MUNIS) related to processing permits, inspection sign offs and performs research for previous permit records.
  • Verifies that surveys are up to date with current and valid information such as setbacks, lot coverage, elevations, flood zones, wetlands, CAMA, parking, septic.
  • Performs property information research, checking deed and plat information as it relates to determining non-conformity status. 
  • Cross checks building plans for number of bedrooms to ensure septic and parking requirements are compliant.
  • Performs on-site zoning inspections (initial, under construction, and final) to ensure compliance with issued development permits.
  • Serves as CAMA Local Permit Officer, reviews CAMA minor permit applications and applies interprets CAMA rules and regulations.
  • Assists and provides support to maintaining the Town’s Community Rating System (CRS) Program as it relates to floodplain management.
  • Prepares variance and appeal requests for review by Nags Head Board of Adjustment.
  • Participates in preparing Text Amendments and Special Use Permits to be heard by the Nags Head Planning Board and Board of Commissioners.
  • Supports various long-range planning initiatives.
  • Assists with sand relocation and dune management programs. 
  • Other duties as assigned
Knowledge, Skills, and Abilities
  • Thorough knowledge of technical ordinances, codes and regulations pertaining to land use, zoning, subdivision, site design and minimum code areas.
  • Knowledge of the philosophies, principles, practices and techniques of urban planning. 
  • Thorough knowledge of legal procedures related to enforcement of laws and ordinances and regulations. 
  • Considerable knowledge of the application of information technology to the work.
  • Skill in collaborative conflict resolution, customer service excellence and teamwork.
  • Ability to enforce ordinances and regulations with firmness, tact and impartiality. 
  • Ability to establish and maintain effective working relationships with contractors, associates and the general public.
  • Ability to read and interpret blueprints, site plans and architectural designs and to ensure compliance with appropriate codes and ordinances. 
  • Ability to exercise good judgement and discretion in application of principles, ordinances and problem-solving.
  • Ability to conduct detailed analysis and assessment of program information.
  • Ability to interpret and apply codes and analyze site plans.
 
Physical Requirements
  • Must be able to physically perform the basic life operational functions of, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, fingering, talking, hearing, and repetitive motions. 
  • Must be able to perform sedentary to light work exerting up to 20 pounds of force occasionally; and/or up to 10 pounds of force frequently; and/or a negligible amount of force constantly to move objects.
  • Must possess the visual acuity to prepare and analyze figures, do extensive reading, use measurement devices, operate a motor vehicle, and perform building inspection tasks.
 
Desirable Education and Experience
Graduation from an accredited college or university with a bachelor’s degree in urban planning or related field and some experience working with construction permitting processes; or any equivalent combination of education and experience that provides the requisite knowledge and skills.  
 
Special Requirements
  • Possession of a valid North Carolina driver's license.
  • Obtain Certified Zoning Official (CZO) certification through the NC School of Government within 12 months of assuming position.
  • Obtain local CAMA Local Permit Officer (LPO) certification within 12 months of assuming position.
