JOB SUMMARY
The Procurement Agent is responsible for the development and monitoring of purchasing activities related to the design and construction of road projects and other construction projects for the Town.
ESSENTIAL JOB FUNCTIONS:
Assists departments in developing and preparing specifications.
Prepares bid/proposal documents for the procurement process.
Assists with developing and preparing Federal and State grant procurements.
Conducts pre-bid/pre-proposal conferences.
Conducts bid/proposal openings, reviews bids and proposals to ensure accuracy.
Qualifies and determines Bidder responsibility.
Assists running selection committee meetings and contractor presentations.
Prepares and presents bid/proposal award information to the Bids & Purchases Committee for approval.
Leads negotiations with bidders as necessary.
Prepare contract documents.
Prepares and processes purchase orders to encumber funds for all purchases.
Processes invoices to process payments for all purchase orders.
Facilitate pre-construction meetings.
Performs contract administration to ensure that vendors and the Town are following the terms and conditions of the contract.
Manages construction projects.
Oversees maintenance contracts for HVAC, pest control and other services for Town facilities.
Balances the daily Oracle purchase order reports.
Performs other related assigned duties.
MINIMUM REQUIREMENTS TO PERFORM WORK:
Bachelor’s degree in Purchasing, Accounting, Business Administration or closely related field with two (2) years of related work experience.
Or equivalent combination of education and experience.
KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of a financial/purchasing software system.
Knowledge of some purchasing methods and procedures.
Knowledge of sources of supplies, price trends and grades or quality of materials and equipment.
Knowledge of some construction practices.
Knowledge of the laws and ordinances governing the purchase of goods and services.
Skill in the use of computers.
Ability to analyze and process bid/proposal requisitions and make purchasing decisions accordingly.
Ability to maintain complex bid/proposal records.
Ability to establish and maintain effective working relationships with employees, other departments, vendors and the public.
Ability to communicate effectively, orally and in writing.
PHYSICAL REQUIREMENTS:
While performing the duties of this job, the employee is regularly required to talk or hear. Specific vision abilities required by this job include close vision, distance vision, usage of computers and reading.
This position requires substantial repetitive motion of wrists, hands, and fingers. The employee is frequently required to stand; walk; use hands to finger, handle, grasp or feel; and reach with hands and arms.
The employee consistently maintains balance either sitting, standing or walking and is occasionally required to stop or crouch. The employee may occasionally push, pull or lift and move objects up to 10 pounds.
WORK ENVIRONMENT:
The work environment involves everyday discomforts typical of offices, with occasional exposure to outside elements. Noise or physical surroundings may be distracting, but conditions are generally not unpleasant.
