POSITION SUMMARY

Under the direction of the Town Manager, performs specialized and highly detailed work. The Human Resources Director is responsible for planning, directing, organizing and overseeing all Human Resources functions, including recruitment and selection, training and development, compliance with HR laws for public agencies, performance management, development of personnel policies and procedures; and performing other job-related duties such as regular staff reports; annual departmental budgeting, periodic dispute resolution; and investigation of complaints and grievances.

This role requires exceptional organization, communication, and record-keeping skills, as well as the ability to work independently in a dynamic municipal environment. The Human Resources Director will be responsible for developing and managing programs to help effectively achieve employee success within their respective departments. This position is also responsible for providing professional assistance and guidance to department managers regarding labor law and personnel policy compliance under the State of North Carolina guidelines.

GENERAL STATEMENT OF DUTIES

Municipal Records & Compliance

Ensures strict compliance to NC labor laws, equal opportunity laws, workplace safety regulations and data privacy.

Working in tandem with the Town Attorney, develop and recommend personnel policies and policy revisions to the Town Manager and Board of Commissioners, ensuring compliance with legal requirements and best practices.

Develop and maintain job descriptions as new positions are created and current positions evolve.

Develop and maintain the Employee Evaluation system and performance standards, ensuring uniformity and clear-cut responsibilities of Town employees.

Develop and maintain the Employee Handbook with current information and guidance on Town policies and procedures.

Administrative Operations

Oversee recruitment and selection efforts to fill Town vacancies, including conducting background checks for new hires.

Oversee administration for Risk Management, including liability and workers' compensation claims, ensuring the Town’s compliance with safety regulations and safety committee requirements.

Working with the Town Finance Officer, maintain and administer the Town’s classification and compensation plan, ensuring equity and consistency. Help develop the Town’s annual staffing budget, ensuring efficient allocation of resources to meet organizational needs. Administer the employee benefits program, supporting employees and ensuring compliance with policies and regulations.

Analyze training needs in collaboration with department managers and develop training programs to address those needs. Create orientation program for new staff to facilitate their smooth integration into the organization.

Monitor and assess employee satisfaction levels to identify areas for improvement and implement strategies to enhance employee engagement and morale.

Investigate and address complaints and grievances in a timely and fair manner, working to resolve issues and maintain positive employee relations.

Assist the Town Manager and Assistant Town Manager in managing employer-employee relations, including compensation and benefit negotiations.

QUALIFICATIONS

Bachelor's degree in Human Resources Management, Business Administration, Organizational Management or Public Administration preferred.

SHRM certification, or a combination of education and experience will be considered.

A minimum of three years of Human Resources experience, preferably in a municipal, county, state or federal setting.

Bi-lingual skills would be a useful consideration.

Knowledge, Skills and Abilities

Knowledge of municipal government operations and North Carolina General Statutes

Excellent organizational, written and verbal communication skills

High attention to detail and accuracy in record-keeping and documentation

Strong customer service and interaction skills

Proficiency in Microsoft Office and standard office technology

Ability to work independently, manage multiple priorities and meet deadlines

Strong interpersonal skills to effectively interact with staff, elected officials, and the public

Ability to maintain confidentiality and exercise sound judgment

Pay: $60,000.00 - $75,000.00 per year
