Position Summary: 

The Police Lieutenant – Patrol leads day-to-day patrol operations within the Uniformed Services Division. The lieutenant supervises patrol sergeants and officers to ensure effective deployment of resources, consistent service delivery, and alignment with department priorities. Responsibilities include reviewing crime, community, and workload data to guide deployment decisions, developing tactical responses to emerging issues, coordinating field operations during critical incidents under established incident command practices, and ensuring compliance with policy, applicable law, and risk-management standards. The lieutenant is accountable for the performance, conduct, and professional development of assigned personnel and communicates organizational direction to patrol teams. A primary function of this position is mentoring and preparing patrol sergeants for expanded leadership responsibilities, including coaching in administrative duties, operational decision-making, personnel management, and second-level supervisory functions. The lieutenant conducts performance evaluations, recognizes exceptional work, addresses deficiencies, and promotes a culture of accountability, professionalism, and continuous improvement. The position oversees training relevant to patrol operations, including mini-skill development, operational readiness, interagency coordination, and professional growth opportunities for frontline supervisors and officers. The lieutenant reinforces a culture of ethical leadership, continuous improvement, and accountability.

Essential Duties and Responsibilities:

Supervisory Responsibilities:  

  • Provide leadership, supervision, and motivation to ensure personnel respond promptly to assignments, deliver consistent service, and support departmental goals and community expectations
  • Mentor and develop first-line supervisors through coaching in administrative duties, personnel management, operational decision-making, risk assessment, and effective communication to support succession planning and professional growth
  • Maintain oversight of policy compliance through inspections, supervisory audits, report review, and consistent application of expectations across patrol operations
  • Review and approve employee reports to ensure accuracy, clarity, and completeness, and oversee the supervisor’s report review process for criminal and administrative cases
  • Implement corrective training, counseling, and performance improvement plans when necessary to address performance issues and reinforce professional standards and expectations
  • Manage patrol schedules and coordinate personnel assignments to ensure adequate staffing and coverage, and make deployment adjustments in response to crime trends, community needs, and operational priorities
  • Communicate Executive Command Staff decisions, policy revisions, and operational directives to supervisory teams, and verify implementation and follow-through through direct engagement and feedback
  • Maintain accountability for the actions and omissions of personnel under supervision that may be inconsistent with department policy, training, or professional standards
  • Serve as the second level of review for supervisory inquiries, disciplinary matters, and citizen complaints, ensuring fair, timely, and well-documented resolution
  • Conduct annual performance evaluations for assigned employees and provide ongoing coaching and feedback to support continuous improvement







Administrative Responsibilities:

  • Coordinate with the designated commander to ensure bureau and department goals are met and that patrol operations align with organizational priorities and expectations
  • Serve in an acting higher-ranking role when designated by the Chief of Police or their designee, ensuring continuity of operations and consistent leadership standards during temporary assignments
  • Compare field practices with written policy and procedure to identify gaps or inconsistencies and provide recommendations to command staff for improvement or clarification
  • Implement directives and lawful orders from superiors, disseminate updated directives to departmental personnel, and communicate how new or revised orders affect patrol duties, supervisory expectations, and administrative processes
  • Oversee or participate in internal affairs investigations as directed, including review of cases involving serious misconduct, ensuring corrective measures are documented and consistent with department policy when informal resolution is inadequate
  • Support the continuity of command by assisting other lieutenants during planned absences or operational needs, including sharing leadership responsibilities when appropriate.
  • Provide temporary coverage for the Uniformed Services Bureau Commander during scheduled absences, as directed.



Patrol Responsibilities:

  • Oversee daily patrol, enforcement, and crime prevention activities to ensure assigned personnel deliver consistent service, conduct accurate investigations, and support community safety
  • Ensure personnel under supervision perform patrol duties promptly, accurately, and in accordance with policy, legal requirements, and professional standards
  • Direct the operational deployment of patrol resources using crime analysis data, workload trends, and community needs to promote effective response, problem-solving, and visibility within the community
  • Coordinate field operations during critical incidents using established incident command practices and support interagency response and unified command when appropriate
  • Support community safety initiatives by reinforcing positive interactions, transparency, and responsiveness within patrol operations and encouraging problem-oriented policing approaches
  • Perform other operational duties as assigned to support patrol readiness and departmental priorities

Qualifications:

 

Education/Experience:

  • High School diploma or G.E.D.
  • Five (5) years' experience as a POST-certified law enforcement officer, or equivalent law enforcement experience
  • Three (3) years minimum at the rank of sergeant or above

 

Licenses/Certifications:

  • Possession of a valid Colorado driver's license required
  • POST certification, in good standing



Physical Demands:

  • Frequent bending, simple grasping, finger/manual dexterity, standing, walking, twisting upper body, stooping, and hearing
  • Walk, stand, stoop, crouch, crawl, or sit for long periods of time (including driving)
  • Run short distances to people requiring emergency assistance or apprehension
  • Lift, carry, move, or drag equipment and persons, occasionally up to or more than 100 pounds
  • Climb flights of stairs, ladders, fences, and move over obstacles

  • Reach, grasp, push, pull, perform repetitive motions, or lie for extended periods of time



Work Environment:

Work is performed in both indoor and outdoor environments. Exposure to extreme weather conditions. Exposure to varying light conditions. Exposure to personal danger, including but not limited to armed and/or dangerous persons/animals, persons and/or articles having contagious/communicable diseases; hazards associated with emergency driving, vehicular surveillance, traffic control and working in and around traffic, and hazards associated with natural and man-made disasters, the use and operation of electrical or microwave powered equipment.
